ATER Traffic monitoring is conducted on a weekly base.

The report is generated automatically by E///, E/// and ONL will be in the distribution list of the report. E/// performs a weekly check on the ATER traffic report and notifies ONL in case of the need of an ATER extension. Upon ONL agreement, the extension process is started. It consists of two phase: Ater Design Ater Implementation and Acceptance Ater Design Process There will be two responsible Project Managers from ONL and E/// side. ONL PM will be responsible of the required outputs from ONL and E/// PM will be responsible for required outputs from E///. Coordination between both PM is required. I. Low Level BSS Design: BSS Capacity Check E/// will undertake a capacity analysis for the affected BSS. This part is understood as low level BSS design. If there are capacity constraints, a solution will be proposed to ONL via the E/// PM. If there are no capacity constraints, BSS HW id (BSS port) and TCU HW id (TEI) will be provided to the E/// PM. II. Transmission Design ONL will launch a high level transmission design. The definition of this process is out of the scope of this workshop, ONL Transmission Engineering and E/// Transmission Implementation will coordinate. As final step, ONL Transmission Engineering will provide a Go/No Go for the transmission implementation. If extension proceeds, the details of the design (DDF, trail names, etc). III. NSS Design ONL will undertake the reservation of MSC ports and MSC capacity evaluation. ONL will provide the MSC port numbers.

The results from parts I, II and III are collected by the responsible PMs from ONL and E///. Both PMs will coordinate and share the collected information, evaluating potential issues and constraints. Available options will be analyzed and taken into consideration (troubleshooting).

Once both PMs agree, E/// PM will start the quotation for implementation.
The E/// quotation consists of man-hours (all related services required for the implementation) and room preparation ancillaries (all related add-ons related to the implementation). The E/// quotation will go through the normal flow between E/// Service Delivery and ONL Demand Organization. The demand organization is responsible of the approval of the E/// quotation and create the PO to E///. Once the DO approves the E/// quotation, POs to other vendors might be also sent. Ater Implementation and Acceptance E/// will start the Ater extension when a formal PO has been sent to E/// from ONL DO. E/// requires forecasted dates of equipment delivery and installation in order to prepare a implementation project plan. The implementation project will be coordinated jointly by E/// PM and ONL PM. It consists of three parts:

Transmission Implementation

E/// is responsible for the transmission implementation and coordination. This includes the site preparation, 3rd parties transmission suppliers and field work for transmission implementation. B. BSS Implementation The BSS implementation requires coordination between ONL and E///. Based on the forecasted delivery dates provided by ONL, E/// will undertake the site preparation. E/// PM is responsible for the coordination and follow up. ONL will be responsible for the 3rd parties equipment deliveries to the warehouse and follow up. Once the equipment has been delivered, E/// PM will be notified and will coordinate with 3rd parties to install the equipment on site.

NSS Implementation

ONL is responsible of coordinating and delivering the extensions related to NSS equipment (equipment installation, ports, etc). ONL PM will lead on NSS activities and 3rd parties supplies. All the patching, ATER BSS commissioning, ATER NSS commissioning and testing is performed by E///. E/// PM will coordinate these final activities.

After the project implementation conclusion, ONL will perform acceptance of the ATER extension.
ONL ANEG will validate the extension through BSS counters (using the ATER traffic report). Once the validation is completed, ONL PM will notify DO the acceptance of the extension and E/// PM will notify the successful execution of the notification.

ATER Design
During this process the ATER extension is designed. Moreover, the evaluation of the cost and amount of hours is performed from E///. The assessment of the cost and additional POs must be undertaken by ONL. Final Go comes from ONL PM and DO.
