Background (Introduction)
Circuit breaker failure is the condition that happen when the circuit breaker fail to trip or open the circuit during the fault. The circuit breaker failure protection scheme is used as a back-up protection that initiate tripping to all adjacent circuit beakers that connected to the feeder of the fault circuit breaker.

It is an important back-up protection scheme that can minimize the damages of circuit breaker and the system equipments due to the long fault duration that fail to be interrupted. It can prevent large cascading tripping which can disturb the healthy circuit or line.

In the existing system, the breaker failure scheme deployed hardwired connection for transmitting the signal from the relay of the failed breaker bay to the adjacent bay that interconnected with it.

Background
The advantages or benefits of the IEC 61850 GOOSE message for breaker failure protection:
Require simple installation process and configuration Reduce the installation costs by replacing copper wires with Ethernet cable connection Increase the speed of the signal transferring Simplify engineering process with flexible programmable protection and communication scheme configuration Reduce the human error on setting up the communication signal between relays Toward supporting TNB Smart Substation initiative [TRM, GE15]

Background (Problem Statement)


Before any transformation from hardwire communication of breaker failure protection scheme to IEC 61850 GOOSE message, TNB need to analyze and evaluate the performance of this scheme in terms of:
Reliability of the IEC 61850 GOOSE message for breaker failure protection scheme Selectivity of the breaker failure tripping with the IEC 61850 GOOSE message Speed of the IEC 61850 GOOSE message for transmitting the breaker failure signal.

Therefore, this project will help TNB to asses and determine the best way to implement the breaker failure protection in TNB substation with IEC 61850 GOOSE message.

Background (Recent Works by Others)


1. Study on the IEC 61850 GOOSE performance for the breaker failure protection scheme by ABB was implemented by using their own single vendor IED. [ABB;2010] Research on IEC 61850 GOOSE message transmission between only two IED (of different makes) in the single busbar substation without selectivity of the tripping signal. [Megger; 2011] Investigation and functional testing of the IEC 61850 GOOSE message transmission speed by using only single IED and Omicron protection test tool. [Iqbal Ali; Jamia Millia Islamia, New Delhi, India, January 2012]

Background (Project Analysis)


In this project: IEC 61850 GOOSE message for the breaker failure protection scheme will be modeled with real time simulation analysis for formulating the functional and performance specification. The study on the performance of actual breaker failure IED will be based on:
The configuration of IEC 61850 GOOSE message of breaker failure signal transmission by multivendor IED for interoperability analysis The TNB 132kV double busbar substation configuration with multiple number of IED for selectivity of tripping signal analysis. The actual TNB breaker failure protection scheme with the multiple of IEC 61850 compliant IED for the scheme performance analysis.

Research Justification
This research is important for future implementation because:
It can help TNB to get an optimum breaker failure protection scheme configuration and design that will take into account the speed of the GOOSE message transmission either for local tripping or remote tripping. It can be a practical implementation for breaker failure protection scheme in the future with simple and flexible engineering process with minimum outage time for retrofit project. TNB can determine the coordination of the breaker failure timer and pick-up elements when deploying high speed GOOSE message in order to avoid overtripping. TNB can build up the confident level in deploying the breaker failure protection scheme with IEC 61850 GOOSE message either for retrofit or new substation. TNB will have the guideline of breaker failure protection scheme setting specifically IEC 61850 GOOSE configuration and engineering process.

Seeding Fund Justification


This project is practical for TNBR seeding fund project because:
TNBR can enhance the modeling and simulation skills of TNB protection scheme which is important for the functional and performance test procedure. TNBR can develop the competencies in IEC 61850 GOOSE message configuration for the TNB protection scheme. TNBR can build up the knowledge and technical skill for evaluating the protection IED performance which can be provided to TNB in TNBR System Verification and Simulation Laboratory (SVS Lab). TNBR will have the guideline for testing the breaker failure protection IED.

Objectives
To analyze and verify the performance of the breaker failure protection with IEC 61850 GOOSE message in terms of reliability, speed and selectivity of the tripping through modeling and real time simulation analysis. To develop the functional and performance specification for the breaker failure protection scheme with IEC 61850 GOOSE message by using real time digital simulator (RTDS). To propose the standardized IEC 61850 GOOSE message configuration and design for breaker failure protection scheme for TNB double busbar substation.

Project Impacts
The breaker failure protection scheme design with IEC 61850 GOOSE message implementation in the actual system can minimize the error of configuration and offer simple and low cost installation for this scheme either for retrofitting or new substation application. TNB can evaluate and verify the performance of the existing breaker failure protection scheme with IEC 61850 GOOSE message for the actual system implementation. TNB will have functional specification and performance specification which can be used as a reference or benchmark of this scheme design and configuration. TNBR can use the model with real time simulation of GOOSE message for testing and evaluating the performance of future IEC 61850 compliant Breaker Failure IED performance that will be installed in the TNB Substation. TNBR can develop the technical knowledge and expertise in the protection scheme configuration and verification based on the IEC 61850 standard implementation. Provide TNB the engineering process for implementing breaker failure scheme by adopting IEC 61850 GOOSE message in the existing substation. TNB can use the this project as an adoption for the retrofitting the existing substation.

Methodology
Literature review:
To study and understand the breaker failure protection scheme of TNB by referring to Protection and Control Code of Practice and Transmission Design Philosophy and Guideline Protection and Control To study the breaker failure protection scheme based on the IEEE Guide for Breaker Failure Protection of Power Circuit Breakers. To do technology scanning on the IEC 61850 engineering work for the protection and control from the other country.

Methodology
To model and simulate the breaker failure protection with the IEC 61850 GOOSE message:
To model the TNBR 132kV SVS Lab single line diagram and breaker failure protection IED in RSCAD. To configure the IEC 61850 GOOSE message for the breaker failure protection by using SCD Configuration file in RSCAD To run the real time simulation of the breaker failure protection by using RTDS with breaker fail condition at substation bay based on the RSCAD models. To monitor the performance of the breaker failure protection model with the IEC 61850 GOOSE message transmission that cannot exceed the maximum fault clearing time. To asses and verify the IEC 61850 GOOSE publish and subscribe correctly within the allowable time by using the COMTRADE file recorder and Network Analyzer program.

Methodology

To asses and analyze the breaker failure protection configuration for the actual protection IED in TNBR SVS Lab:
To configure the protection IED (Integrated Protection IED) with breaker failure protection scheme based on logic and function of the tested Breaker Failure protection model in RSCAD. To configure the IEC 61850 GOOSE message of the breaker failure protection for the protection IEDs:
To create the dataset for the breaker failure message To assign GOOSE control block of the message To configure the IED for the GOOSE message publisher and subscriber.

To set the protection IED signal to the RTDS as the input for the circuit breaker model in order to monitor the status of the breaker when the protection IED pick-up with the signal of breaker failure from the other IED. To run the simulation of the breaker fail condition and monitor the performance of the breaker failure protection configured IED.

Problem Statement TNB didnt employ the breaker failure protection scheme in 132kV substation due to
Expensive: current scheme use a dedicated relay. So only the important substation (500kV, 275kV and 132kV GIS substation) have this function. Competency issues: the current breaker failure scheme require a complex scheme and complicated wiring. This required a higher competency level (staff) to perform maintenance and trouble shooting work.
