Overview
For May 10, 2010 Automated National and Local Elections. We will use: Precinct Count Optical Scan (PCOS) Consolidation Canvassing System (CCS)

Precinct Count Optical Scanner (PCOS)


Precinct Count Optical Scan (PCOS) is a ballot tabulator. It is used alongside compatible ballot boxes. The system is designed to scan marked paper ballots, interpret the voter marks, tabulate each vote, store safely each ballot and transmit data.

Consolidation Canvassing System (CCS)


The Consolidation Canvassing System or CCS is a software program installed in a laptop that consolidates and processes data from the tabulated ballots entered in the PCOS machine. It generates the COC, SOV and COCP.

PARTS of the PCOS

(1) Opposite of the Ballot Entry Slot at the back of the unit where valid ballots are ejected after passing through a feed mechanism | (2 ) This is where to connect the battery pack that will be used for backing up the power (12VDC) | (3) This is where to connect the power adapter of the PCOS machine (20VAC)

REMOVABLE MEMORY CARD


The PCOS machine uses a COMPACT FLASH removable memory card . This is where the application is stored and is used for backing up data, like election results and audit logs.

THERMAL PAPER
This is the paper that is used for printing election results and is installed inside the THERMAL PRINTER COMPARTMENT.

SECURITY KEY
The security key is a special device that is assigned to each PCOS machine

Power Supply
AC adaptor that comes with the PCOS Machine which Uses 220 volts and an output of 20 volts AC.

Transmission Device
Device that will be used for transmission of the results

Option 1: PCOS Modem

Option 2: BGAN Antenna

Installation of PCOS (Connecting the Power Supply)

(1) Open the Printer Cover, take out the I-Button (Security Key) (2) Close the printer cover. (3) Check the power supply specifications if it conforms with the PCOS machine requirements. (4) Plug the AC Adaptor to the wall outlet. (5) Connect the other end of the AC Adaptor to the PCOS machine. (PCOS machine will automatically start)

Access to the PCOS Main Menu

PCOS will beep to indicate that it is ready to accept instructions from BEI.

Note: If the PCOS iButton security key is not properly tapped into the receptacle, an ERROR IN VALIDATING SECURITY KEY message appears.

BEI places the PCOS iButton security key into the security key receptacle and wait for the unit to accomplish its initial start up.

An Initialization Report (Zero Report) will be printed to confirm that all results are zero. PCOS then displays the OPEN status and Please insert ballot message on the screen. After this PCOS will display the message "WOULD YOU LIKE TO PRINT MORE COPIES OF THIS REPORT?" plue the option "YES" and "NO"
Note: The Initialization Report contains spaces for BEI signatures and thumb prints. All copies of the initialization report must be signed and thumbprints should be affixed. The LCD screen would display that it is ready to accept votes

Voting Process Flow Diagram

In most cases, the device accepts the ballot and displays the message Congratulations. Your vote has been registered. Other common messages that can be encountered during the conduct of election are further explained in Voting Process Exception Handling. A voters decision to abstain is accepted and will be treated as under-vote. An over-voted ballot is also accepted but not counted in the contest. The PCOS only accepts as many ballots as the number of registered voters.

Connect the transmission media (Modem or BGAN, whichever is applicable) to the transmission port.

Once the PCOS machine detects the presence of a transmission media, it shall automatically transmit the data.

After the BEI plugs the transmission cable, the PCOS would automatically transmit the results to the designated recipients. *MBOC/KBP/CENTRAL SERVER

PCOS will request for a fresh set of thermal paper before it can print the remaining 22 copies of ERs

The PCOS will print the 22 copies of the Election Returns for both Local and National Positions

Generate Statistics Report & Audit Log

It will also automatically print one (1) copy of the Statistic Report and Audit Log

Note: In case the PCOS runs out of thermal paper while printing the remaining ERs, this message will be displayed:

Note: Replace the thermal paper using the steps outlined in changing thermal paper topic. Screen displays the following message and waits until printing is finished.

BACK-UP RESULTS

Screen will display a message that it is now ready to back up the election data.

Note: PCOS can still function without the backup memory card placed in the Administrator access compartment input.

A back-up copy of the file is not created in the removable data storage device after a successful transmission. You have to execute it by pressing the BACKUP & PROTECT button. This is finalized and closed from further Write operations. The following information is included in the back-up copy: Digitally signed and encrypted precinct results Soft copy of the National and Local ERs Precincts statistical report PCOS machines audit log report

Press the PCOS iButton security key into the receptacle. Wait until the Administrator menu displays and select UTILITIES

Select RE-ZERO options

(This activity should only performed before shutting down the PCOS at the end of the Final Testing and Sealing Day. It should not be performed during Election Day.)

Enter PIN code (BEI member) to re-zero polls. Press the ENTER button

Enter 2nd PIN code (another BEI member) to re-zero polls. Press the ENTER button

Note: If the BEI Chairmans PIN code was used for the first PIN entry, the second (2nd) pin is no longer necessary. Two (2) PINS are needed if only the BEI members PIN is used. If the second (2nd) pin is invalid, enter only the second PIN. There are no maximum numbers of invalid PIN entries.

Re-zero of Polls

Enter special PIN to re-zero polls. Tap the ENTER button.


Note: If the special PIN entered is invalid, PCOS reverts to display the Administrator menu (back to step 2)

Unplug the PCOS Power Adaptor jack first before unplugging it from the wall socket. Then disconnect the backup battery

Place the PCOS, the AC Adaptor and the backup battery in the shipping package. Verify if the contents of the package are complete based on the checklist.

A SHUTTING DOWN message displays and the LCD will go blank.

Note: PCOS can still function without the backup memory card placed in the backup memory compartment but it cannot produce a back-up copy of the main memory.

Select the report. PCOS will confirm the number of copies to be printed.

Enter the number of copies and tap the Enter button. PCOS displays the message:

After printing, PCOS returns to the Administration menu.

Press the PCOS Ibutton security key onto the security key receptacle. The administrator menu displays. Tap the Retransmit Results button.

Select the location. PCOS confirms the transmission of the results

After transmission, PCOS returns to the Administration menu.

Voting Process Exception Handling


The following are some examples of exceptional handling messages that could be encountered during election.

NOT AN ORIGINAL BALLOT PAPER JAM MISREAD DUPLICATE BALLOT MULTIPLE SHEET AMBIGUOUS

Invalid Ballot
INVALID BALLOT DETECTED. PLEASE ENSURE YOU RECEIVED THE CORRECT BALLOT
An invalid ballot is a ballot that belongs to a different clustered precinct from the one that the PCOS is assigned to. It happens when a user inserts a ballot from the wrong city/municipality/precinct/region/district for a particular PCOS unit.

Misread Paper
W A R N I N G! **************** PAPER INSERTED WAS MISREAD AND COULD NOT BE VERIFIED AS A VALID BALLOT. PLEASE VERIFY BALLOT AND REFEED.
A ballot that cannot be read by the PCOS for whatever reason is considered misread. This includes legitimate ballots that have been improperly scanned or foreign objects that might have been attached to the ballot or the safety markings of the ballots were accidentally or purposely altered.

Multiple Sheet
MULTIFEED DETECTED. PLEASE INSERT ONLY ONE BALLOT AT A TIME.

A multiple sheet warning message prompts in the LCD when more than one paper ballot is inserted in the machine simultaneously.

Paper Jam
POSSIBLE PAPER JAM DETECTED. PLEASE CLEAR ANY PAPER FROM THE DEVICE AND PRESS THE CLEARED BUTTON

Paper jams or ballot blockages are rare events but can occur. The message below is displayed in the screen in this situation.

Duplicate Ballot
(Previously Scanned Ballot)
THIS BALLOT HAS BEEN PREVIOUSLY SCANNED.
A warning message displays when PCOS detects that the ballot inserted has already been scanned. No votes will be registered for the ballot when the message below displays on the screen.

Ambiguous Marking
WARNING! *************** ONE OR MORE AMBIGUOUS MARKS DETECTED ON THE BALLOT. PLEASE CORRECT ALL AMBIGUOUS MARKS AND REFEED THE BALLOT.
An ambiguous mark warning occurs when the device detects a mark that is unclear. There are two possible types of ambiguous marks: 1. The voter has made a mark that is too light, which needs to be darkened in order to be clearly counted as a vote. 2. The voter has inadvertently made a small mark in a box where they had not intended to. The system cannot be certain of the voters intent thus, the mark is neither a definite vote nor a non-vote. The screen displays the above message.

1. Turn off the PCOS machine by tapping the Shutdown function 2. Shutdown the PCOS and Unplug all the power source connected to the PCOS machine. 3. Open the memory card slot compartment 4. Push the eject button located at the right side of the slot (color black) 5. Pull/Take the memory card 6. Close the compartment

1. Turn off the PCOS machine by tapping the Shutdown function 2. Shutdown the PCOS and Unplug all the power source connected to the PCOS machine. 3. Open the memory card slot compartment 4. Insert the memory card by pushing it gently on the slot
