1.0 INTRODUCTION
I hold an engineer degree in Industrial Engineering from Bandung Institute of Technology Indonesia. I obtained a Master Degree in Industrial and Systems Engineering, and Ph.D. in Resource Economics from the University of Florida USA. I have worked at BPPT since 1986. Prior to the current position, I was a director at some centers at BPPT. I have been involved in introducing and initiating national and regional innovation system development, industrial cluster, innovation networks, technopreneurship, regional edevelopment and competitiveness, including developing regional competitiveness councils, and in various science & technology policy, R&D policy, and innovation policy reform initiatives in Indonesia. I was an author and co-author, and editor/co-editor of several books, proceedings, and papers related to the aforementioned topics.

6.1 HOW IT IS IMPLEMENTED & MONITORED (1)


1. A Deputy Chairman propose the main themes of priority programs to the Chairman. Based on the Chairmans approval, the programs (subprograms) are assigned to the centers/implementing units (IUs). Centers/IUs can also propose the programs to the Chairman, through the Deputy Chairman. 2. Every program (subprogram) is designed in more detail (by the troika : Program Head, Chief Engineer & Program Manager) & should be documented in a Program Manual. 3. Deputy Chairman is responsible for programs assigned/approved by the Chairman, and proposed Key Performance Indicators (KPIs) to the Chairman. 4. Directors are responsible for program (sub-program) & activity implementation, and proposed KPIs to the Deputy Chairman. 5. Participatory planning (with partners & key stakeholders), such FGDs, workshops, etc. are conducted for detail activities.

Speech-to-Text technology (Perisalah) as a Bahasa Indonesia speech recognition system to produce documents & meeting summaries automatically and in a real time. The prototype was introduced by BPPT.

A clear & formal comprehensive innovation policy framework to address the most essential systemic failures and to lead STI advancement and utilization to contribute to high economic growth, inclusiveness, and green/sustainable development. 2. Significant improvements in budgeting system : a. Improvements in government budget mechanisms & supports b. Better funding supports for STI advancement & utilization (including effective incentive schemes). 3. Strong commitment to support innovation in industries important to enhancing competitive advantages, regional & the youth creativity-innovation development. 4. STI human resource development. 5. Better coordination & collaboration among key stakeholders.
