Aims promotion of the world-wide system for the control and exchange of bibliographic information. The purpose of the system is to make universally and promptly available, in a form which is internationally acceptable, basic bibliographic data on all publications issued in all countries

International Conference on Cataloguing Principles (Paris, 1961) rationalization of the cataloguing standard (standardization of the choice and form of heading, concept of main entry, choice of personal or corporate headings for entries and the use of uniform headings for consistency)

Each national bibliographic agency should:


1. Establish the authoritative bibliographic record for each new publication issued in the country 2. Publish those records as soon as possible 3.Produce and distribute the records in a standard physical forms (cards machine readable tape, etc.) 4. Receive, distribute and exchange those records with other country 5. Create a retrospective national bibliography
