OSH Management System

There is no OSH Management System without HIRARC HIRARC is the key process for managing OSH Management System

HIRARC - WHAT IS THIS ?

HAZARD INDENTIFICATION , RISK ANALYSIS OR ASSESSMENT RISK CONTROL MEASURES

- in short we call HIRARC

HAZARD INDENTIFICATION

EACH ACTIVITITY HAS ITS OWN HAZARD FOR EXAMPLE CONCRETING WORKS WHAT ARE THE POSSIBLE HAZARDS ? - NO PROPER WORKING PLATFORM WHICH MAY CAUSE WORKER FALL FROM HEIGHT - HIT BY CONCRETE BUCKET - CONCRETE DROPS FROM HEIGHT ETC

RISK ANALYSIS- HIT BY CONCRETE BUCKET ( LIKELIHOOD VS SEVERITY )

SHASSIC

WHAT IS SHASSIC ?

SAFETY AND HEALTH ASSESSMENT SYSTEM IN CONSTRUCTION

SHASSIC OBJECTIVES

To benchmark the level of safety and health performance of construction industry in Malaysia To have a common standard on safety and health assessment system for contractor (s) in construction industry To assess safety and health performance of contractor based on approved standard by the industry stakeholders

SHASSIC OBJECTIVES Continue.

To evaluate the performance of contractor(s) based on the safety and health practices; and To compile data for statistical analysis on contractors safety and health management and performance at sites

SHASSIC OBJECTIVES ( con..)

To study on which area contractors has failed or could not score higher points so that appropriate training can be organized Part of preparation for OSH management system in long run

CRITERIA CONSIDERED FOR THE DEVELOPMENT OF SHASSIC

Compliance to legal requirements - OHSA 1994, FMA, BOWEC Reg, Safety,Health & Welfare Reg,etc Based on approved Standard & good practice - OSH MS such as OHSAS 18001 AND MS 1722 etc

COMPONENT OF ASSESSMENT & WEIGHTAGE

Divided into 3 categories:DOCUMENT CHECK WORKPLACE INSPECTION EMPLOYEE INTERVIEW - 40% - 40% - 20%

SHASSIC REQUIREMENT

Work Progress has to be within 25% to 75% WHY ? Construction at peak Many activities Workers at full Strength Potential accidents

DOCUMENT CHECK

Checking on documents and records - to determine the compliance of establishment of OSH program and activities There are 63 questions/checklists Weightage is 40% of the total marks of 100

WORKPLACE INSPECTION

This assessment shall provide visual comparison of evidence on the OSH program that being implementation, enforced and practiced at site. There are 62 questions/checklists 5 (five) high risk areas shall be assessed within the site ( areas to be decided by Assessor) It carries 40% of overall weightage

EMPLOYEES INTERVIEW

Employees shall be randomly selected for interview purpose Divided into 3 categories of Employees, namely, management personal ( 1), safety & health personals (3) and finally workers(10) from various trades The set of questions are different for each categories There are 48 questions all together(12, 6, 30) It carries weightage of 20%

METHOD TO CALCULATE SCORE FOR ASSESSMENT

Document Check Total compliance in the checklist / ( 63 minus Number of Not applicable items) X 40% = A ( score for document check )

METHOD TO CALCULATE SCORE FOR ASSESSMENT

Workplace Inspection Total compliance in the checklist / ( 62X5=310 minus Number of Not applicable items) X 40% = B ( score for Workplace Inspection )

METHOD TO CALCULATE SCORE FOR ASSESSMENT

Employees Interview Total compliance in the checklist / ( 330 minus Number of Not applicable items) X 20% = C ( score for Employees Interview )

TOTAL CHECKLISTS

Document Check Workplace Inspection Employee Interviews 6(x3)+ 30 (x10)

63 310 ( 62 X 5 ) 330 ( 12(x1) +

TOTAL = 63 + 310 + 330 703

STARS ( RATING )

ASSESSOR

Who can be the SHASSIC Assessor (s) ? A person who has attended one day training and passed exam and must have 5 years woking experience in construction industry Attended and passed Lead Auditor OHSAS 18001/MS 1722 course and with 3 years working experience in Construction Industry CSHO with 2 years working experience in construction industry

ENVIRONMENTAL

ENVIRONMENTAL

TWO IMPORTANT MATTERS TO CONSIDER

1. CONSTRUCTION WASTE MANAGEMENT 2. EROSION AND SEDIMENT CONTROL 3. GREEN BUIDING INDEX

CONSTRUCTION WASTE MANAGEMENT

EXTRA ORDERS CONVENTIONAL TYPE OF CONSTRUCTION USING A LOT OF TIMBER FORMWORKS ETC BREAKAGE / POOR HANDLING - ONE WAY TO CONTROL CONSTRUTION WASTE IS BY ADOPTING IBS

EROSION AND SEDIMENT CONTROL

SITE CLEARING CAN CAUSE IMMEDIATE AND HUGE SOIL LOST IF NOT PROTECTED IMMEDIATELY PROPER PLANNING IS REQUIRED BEFORE THE EXECUTION OF SITE CLEARING VEGITATION REMOVED MUST BE IMMEDIATELY COVERED BY SUITABLE MATERIAL OR CONSTRUCTION MUST TAKE PLACE IMMEDIATELY

GREEN BUIDING INDEX

IT IS A RATING SYSTEM FOR GREEN BUIDING A CERTIFICATE WILL BE ISSUED FOR BUIDING WHICH HAS COMPLIED THE GREEN BUILDINGS REQUIREMENTS

GREEN BUILDING ASSESSMENT SYSTEM

In USA it is known as LEED Australia Green Star Singapore Green Mark UK BREEAM Malaysia GBI ( by PAM & ACEM )

GREEN BUILDING RATING

Developed by PAM & ACEM CIDB having discussion with PAM & ACEM to convert GBI to Construction Industry Standard Rating will take consideration of the following:-

GREEN BUILDING RATINGcontinue

Energy Efficiency Indoor environmental Quality Sustainable site & Management Material & Resources Water Efficiency Innovation

QLASSIC

QLASSIC

Quality Assessment System In Construction Was developed in 2006 as Construction Industry Standard ( CIS ) This is workmanship quality assessment standard CIDB is providing free assessment service for contractors

How QLASSIC can help CIDB to improve Constructions Workmanship Quality ?

Base on score Contractor failed or score less in certain areas could be identified CIDB could arrange proper training program for contractor

ASSESSMENT APPROACH

Assessor determines the samples to be assessed prior to asssessment Samples are selected from drawings and plans Samples shall be distributed uniformly Scoring will be done on the works that are inspected for the first time Rectified works would not be assessed

COMPONENTS TO BE ASSESSED

CONCLUSION

IBS ADOPTED AS WE WILL BE DEALING WITH LESS WORKERS AND PROCESSES

QUALITY - WORKMANSHIPS QUALITY

DEFINITELY IMPROVED IF IBS METHOD OF CONSTRUCTION IS ADOPTED
