NW: rough & high terrain with moors & pastures Hills & Mountains (the Pennines, the Cheviots, the Scottish highlands) = serious obstacles to transport & communication. The central government found it difficult to control these areas, which have therefore developed & maintained a strong sense of their own regional identities.
