AIRLINE TICKETS

A review of the airline ticket in conjunction with other travel documents is a valuable tool for verifying a passengers responses to questions and revealing inconsistencies in his/her story.

KEY AREAS IN PROFILING A PASSENGER NAME OF PASSENGER (2) : Check the name against other travel documents to see if the same name is used throughout. Airline tickets are not transferable once issued. However, there is no requirement for a passenger to use his/her real name on the ticket.

ORIGIN/DESTINATION (16) : This area shows the points of departure and arrival. Usually they are the same the passenger will return to the city from which s/he left. A passenger may try to hide a part of his/her travel by using a reissued or conjunction ticket.
If a ticket is reissued or a conjunction ticket issued, this section must be completed.

Do the starting/stopping points fit the traveller? Why would a person be travelling only one way? Does the point of origin match the point of issue? Can the passenger explain why the point of origin does not match the point of issue?

FARE CALCULATION (15) : The complete itinerary is shown using three letter city/airport codes. The currency used to calculate the cost of the ticket is also shown using a three letter code.
Review of this section will show travel to a high risk country and can be compared to countries shown in the passport.

FORM OF PAYMENT (22) :


This block shows the method of payment. If payment was by credit card, the number will be shown. Review this section to determine if the form of payment is logical in terms of the purpose of travel and customary for the place of issue.

DATE & PLACE OF ISSUE (14) :

This area contains the ticket validation stamp showing the date on which and location where the ticket was issued. Compare with the origin box to see if they are the same. If different, this is suspicious. In order to be used, a ticket must be validated with : Carrier/agents name Date of issue/issuers initials

CONJUNCTION TICKET (12) : If this block is completed, more than one ticket was issued. This could be done to conceal high risk travel or part of the travel.

FARE BASIS (18) : Indicates the class of service or type of fare being used. Y=Full fare, C or J = Business class, F= First class, YDG = Economy/Coach, YLAP 3M or YOAP 90 = 90 day Apex fares.

FLIGHT INFORMATION (5) : These blocks contain the carrier designation, flight numbers and dates and times of travel. Review this to confirm it is a complete ticket.

FARE (21) : The length of travel should be compared with the fare to determine whether the cost was justified for the length of time and purpose of the trip.

SERIAL NUMBER (1) : When a smuggler is detected, consecutively numbered tickets should be checked in order to determine whether the smuggler is travelling with a co-conspirator. BAGGAGE (24) : This block contains the number of pieces of baggage and their weight at check-in.

ADVANCE PASSENGER INFORMATION

PURPOSE : To obtain information on passengers prior to their arrival. INFORMATION REQUIRED : Passengers name, Date of birth, Sex, Nationality stated on document.

PROCEDURE : Comparing airline check-in and reservation lists against Customs alerts. BENEFITS : Improved passenger facilitation; closer co-operation with airlines and better passenger accountability.

ELEMENTS OF MOU GUIDELINES Co-operation principles : Measures should be carried out voluntarily, Information must be treated as confidential, Prime responsibility of companies is the safe and rapid movement of passengers and cargo, Company staff should not act as law enforcement officers.

Measures taken by companies: Providing Customs with advance information on cargo, passengers, etc. Informing Customs of suspect passengers and cargo, Improving the security of vessels, aircraft, terminals, cargo and other facilities, Educating their staff.

Measures taken by Customs : Helping companies train their staff, Advising companies on improving security, Strengthening terminal security, Educating Customs staff on the activities and problems of the airline industry.
