Module 3 Delivery Selection Process

July 30, 2013

Delivery Method Considerations

Complex project Schedule constraints Financial constraints Multiple and diverse stakeholder coordination required Significant environmental and geotechnical challenges Maintaining a major point of commuter access to the city Extensive utility coordination required

Risks and Which Party Best to Manage

Permit acquisition Differing site conditions Contaminated materials Unexploded ordinances Utilities

Delivery Methods Considered

Design-Bid-Build Design-Build Design-Build-Finance Construction Management/General Contractor (CM/GM); CM At Risk

Advantages Leading to Selection of Design-Build

Ability to meet an accelerated schedule Allows Designer/Contractor collaboration to drive innovation Firm price earlier in the process Opportunity to share/shift risk Flexibility to manage cash flow Use of a Best Value selection process

Module 4 Procurement Process

July 30, 2013

Overview of DB Procurement Process

RFQ
#1

Receive & Evaluate Short List Draft RFP Issue RFP

#2

Interviews Evaluate Proposals Select Best Value Design-Builder

Award Contract

Two Step Process

RFQ & RFP documents are critical Their quality is key to project success

24

Design-Build Team Qualifications Considerations

Experience in delivering large and complex urban projects Experience in delivering major river crossing projects, including bascule spans Tangible record of fast track success Innovative design and construction approaches to address project risks Demonstrated ability to deliver projects safely (EMR Ratings) Ability to deliver projects in an environmentally compliant manner History of resolving issues by means other than by litigation Key personnel who have delivered similar projects

SOQ EVALUATIONS
Well established expectations Clearly stated scoring criteria in the RFQ Objective scoring process

Request for Qualification Status

RFQ has been issued and SOQs received An SOQ Evaluation Committee of DDOT Staff was formed
Committee included diverse areas of expertise

Evaluations of SOQs completed

Evaluation Committees evaluations and recommendations provided to the Office of Contracting and Procurement (OCP)

A peek under the tent

Draft Design-Build Agreement Term Sheet provided to teams as an appendix to the RFQ

Request for Proposal Status

Draft RFP is being developed DDOT Evaluation Committee established RFP progress Draft released by end of the year

Purpose and Goal of Releasing Draft RFP

Why a draft RFP for release?
Size and complexity of project Allows shortlisted teams to have input in development of final contract RFP Early Partnering Process

Phase 1 Design-Build Schedule

Issue designbuild RFQ RFQ Due Date Short list 3-4 Design-Build Teams Issue Draft RFP to short list Issue Final RFP Design-Build Team Proposals due Notice of intent to award Issue Notice to Proceed Substantial completion Project completion June 13, 2013 August 1, 2013 4th Quarter 2013 4th Quarter 2013 1st Quarter 2014 2nd Quarter 2014 3rd Quarter 2014 1st Quarter 2015 July 2018 December 2018

Design-Build Team Qualifications Disadvantaged Business Enterprise (DBE) Goals

25% DBE participation goal of total contract value 100 positions Training Services Provisions (TSP) goal
On-the-job training aimed at developing individuals to journeyman status Recommend a focus on District residents and minorities to meet the TSP goal

Module 5 Lessons Learned and Summary

July 30, 2013

Organization-Level Lessons Learned

Need major project strategy to accommodate:
Staff considerations of a young organization Management of a complex capital infrastructure Extensive and diverse stakeholder interests Efficient procurement approaches

Program-Level Lessons Learned

Use a dedicated AWI team Coordinate across DDOT and stakeholders Hold strategic session(s)

Integration Lessons Learned

Stakeholder involvement is key Engage procurement & legal reviews early & often Develop logical, realistic schedule Engage DDOT technical disciplines early & often Get access to DB experienced team for guidance Manage the DB process like a separate project

Summary
Understand your project challenges Know your constraints Develop a strategy for success; consider DB Manage the DB process like a project Supervise cost, schedule and resources Know your project stakeholders Manage for success Get access to a DB experienced team for guidance
