Solutions Improved PDS System

Objective Reduce colossal waste due to ineffective PDS marred by corruption Solution - Use Technology (taking cues from PDS in Tamil Nadu) :
GPS-based vehicle movement monitoring system to track the movement of vehicles carrying PDS goods. an online godown monitoring system for enabling online capture of all transactions in warehouses in a phased manner. fair price outlets run either by the Government or by its agencies. Criminal prosecution for shop keepers involved in malpractices.

Solutions Improved PDS System

Objective Reducing leakages in PDS Solution
Prepackaging of the grains to be distributed through PDS at intermediary level ensuring quality and fair quantity The food packages should have a bar code of Adhaar Card number, thereby eliminating any diversion in distribution Grievance boxes to be kept as all PDS stores and fair price shops

Solutions Improved PDS System

Objective Addressing household specific needs instead of uniform distribution Solution
Differentiated PDS based on geography of the states instead of fixing the type and quantity of each staple in the entitlement, distribute local staples with same nutritional value so as to reduce procurement and distribution costs

Problem - Procurement of food grains

The Rangarajan Committee has suggested procurement of only 30 per cent of the countrys total production from farmers. Anything more will result in a distortion of food prices in the open market. But procuring 30 per cent from farmers alone will not meet the FSOs requirements. In the interim, therefore, food imports are a reality.

Solutions Meeting complete proportion of family requirements

Food item diversification include items such as pulses and milk at least for households with children below 6 years so as to increase the nutritional value of intake Incentives to farmers for growing non-cereal crops like pulses to increase the domestic output and reduce prices for inclusion in PDS Boost our own production capacity through increase in R&D in agriculture sector and encouraging farmers to use the technological adavancements.

Solutions Addressing other challenges in parallel

Simultaneous attention to health and sanitation so as to make full use of nutritional benefit of food Improve the supply/ availability of clean-safe drinking water, avoid the outbreak of waterborne diseases like diarrhoea, dysentery and cholera and improved personal hygiene. Mandatory disclosure of eligibility criteria for each state so that people can claim Food Security as their right. Use of technological advances in food grain storage to minimize wastage

Solutions- communicating scheme to beneficiaries

Often it is seen that people are not aware about the benefits that the government has declared for them To make the beneficiaries aware about the entitlements promote it through Rashtriya Saksharta Mission MGNREGA Vaccination camps
