The GAD approach emerged in the
80s to replace the women in Development
focus. GAD is not concerned with women
per se but wit the social construction of
gender and assignment.
Gender and Development an approach to a
paradigm of development focusing on social,
economic, political and cultural forces that
determines how differently women and men
participate in, benefit from, and control resources
and activities. It shifts the focus from women as
group to the socially determined relations
between women and men.


Gender Sensitivity Training often use to
mean the same as gender awareness. But
it is actually the beginning of gender
awareness, which is more analytical and
critical, questions gender disparities, and
motivates one toward action gender
issues.

What is RA 7192?
An act promoting the integration of women
as full equal partners of men in
development and nation building.


HOW?
Set aside substantial portion of Official
Development Assistance (ODA) to support
programs and activities for women
All government departments shall ensure that
women benefit equally and participate directly in
the development programs and projects of said
department
All government departments and agencies shall
review and revise all their regulations, circulars,
issuances and procedures to remove gender
bias.
WHAT DOES RA 7192 PROVIDE?
RA 7192 directs all governments agencies to
take appropriate measures to:

ELIMINATE all forms of gender biases in
government policies, programs, and projects
(gender biases, sexism, stereotype)

PROVIDE OPPORTUNITIES AND
RESOURCES for the effective participation of
women in development (funds, training,
leadership, livelihood, participation)
National Economic Development Authority
(NEDA) with the assistance of National
Commission on the Role of Filipino Women
(NCRFW), shall ensure that the different
government departments:
1. Formulate and prioritize rural or countryside
development programs or projects, provide
income and employment opportunities to women
in the rural areas;
2. Include an assessment of the extent to which
their programs and/or projects integrate women in
the development process and of the impact of
said programs or projects on women, including
their implications in enhancing the self-reliance of
women in improving their income:
3. Ensure active participation of women and
womens organizations in the development
programs and/or projects including their
involvement in the planning, design,
implementation, management and monitoring
and evaluation;

Collect sex-disaggregated data and include such
data in its program/project paper, proposal or
strategy;

5. Ensure that programs and/or projects are
designed so that % of women who receive
assistance is approximately proportionate to
either traditional participation in the targeted
activities or their proportion of the population.

Equal rights for married women in applying for
passports, secure visas and other travel documents
(w/o need for spouses consent)

EFFORTS IN RESPONSE TO RA

1. Memorandum Order No. 282 directing various
government training institutions ,e.g. ATI, LGA,
DAT, to incorporate in their respective curricula-
gender and development (GAD) concerns and
programs (issued 19 May 1995)

2. Sec. 12 of RA 7884 (creating the National Dairy
Authority) states that the NDA shall encourage
the participation of womens groups in dairy and
dairy-related projects including dairy animal
health care, village nutrition schemes,
community-based processing, and marketing of
milk and dairy products,
3. RA 7811- Anti-Sexual Harassment Law signed
last February 14, 1995

Gender and Development (GAD) in the

OTHER LEGISLATIONS THAT SHOW THE
GROWING CONCERN FOR THE
IMPROVEMENT OF THE STATUS OF WOMEN
1. RA 6949 declares March 8 of every
year as a working holiday to be known as
National Womens Day
2. RA 6972 mandates the establishment
of day care centers in every barangay
3. RA 7322 increases the maternity
benefits of women in the private sector
4. RA 7655 increases the minimum wage
of domestic helpers
5. RA 6955 outlaws the practice of matching
Filipino women for marriage to foreign
nationals on a mail-order basis
6. RA 7688 gives representation to women in
the Social Security Commission
7. RA 7600 provides incentives to all
government and private health institutions
with rooming-in and breastfeeding practices
8. Bills filed in Congress to address the issue of
domestic violence : HB 5497 (Ecleo),SB 731
(Arroyo), SB 408 (Maceda),HB 698 (J.
Arroyo, et.al.)
