(Table) Mechanics and Criteria in the Presentation and Selection of Best Research Study
a) The presentation time is 15 minutes and the assessment is 15 minutes for a total of 30 minutes per paper. b) The criteria in the selection of Best R&D paper are: Contribution to national/regional development 30% Contribution to Productivity and or Effectiveness 30% to a major concern/problem/scientific knowledge c) Acceptability of end-results to end-users 20% d) Adequacy and efficiency of design and procedures 20%
The research outputs of the in-house review were published in the College of Engineering Journal of Research. The winners in this event will receive corresponding cash incentives. Financial incentives for researchers who will present their completed researches in the institutional in-house review are the following: (Table) 4. Establish strong linkages and collaborative researches with the government agencies and other research institutions. To establish strong linkages with government and other institutions, various extension or community projects and activities were conducted by the ECE Department participated by both faculty and students, among others are the following: (Table) The Electronics Engineering Department through its On-the-Job Training Program extended community service by increasing the required 250 training hours to 260 training hours, 10 hours of which is rendered as extension work to cooperating agencies and linkages. SYSTEMATIC AND EFFECTIVE PROCEDURES
1. Privileges and Incentives for Researchers (excerpts from BSU Research Manual) To motivate researchers in the University, there are categories of privileges and incentives provided namely: 1. Credit for Academic Ranking (p.25, BSU Research Manual) Researchers may claim credit, particularly for the purpose of determining academic rank, for their research outputs subject to the criteria of the accrediting body concerned. 2. Financial Incentives (p.25, BSU Research Manual) Researchers who publish their researches in national and international refereed or non-refereed journals are entitled to financial incentives as follows: (table) Financial incentives for researchers who will present their completed researches in the institutional in-house review are the following: (table) Evaluators, on the other hand, shall receive PhP5,000 each as approved in the 4 th
BOR meeting last November 25, 2009, resolution no.61, series of 2009. Regional winners of R&D papers shall receive PhP10,000. (table) 2. Board of Regents Resolution #5, s.2011
A resolution approving the proposed guidelines on teaching loads of faculty members and the grant of incentives to students of the Bulacan State University who won in academic, cultural and sports competitions. Incentives to be given to students who won in various competitions: 1) Sports Competitions (table) 2) Cultural Competitions (table) 3) Academic Competitions (table) 3. College of Engineering Privileges/Incentives for faculty members in every group presentation completed/participated in the Undergraduate Thesis Activity Computer Engineering students engage on research/thesis activity are required to have thesis adviser and language editor. Three(3) Panel Members and one(1) Panel Chairperson per group shall be assigned by the Department head and subject teacher. Annual Local In-house Review of Completed Researches and Projects
The College of Engineering Research and Development Center annually organizes local in-house review to evaluate the research outputs of each department in the college. A panel of evaluators from the university research council are invited to assess each research presentation and to select the Best Research Paper and Best Presentor. The best research paper will receive a cash prize and will represent the College of Engineering on the institutional in-house review. All presented papers will be published on the COE Journal of Research.
Financial incentives for researchers who will present their completed researches in the institutional in-house review are the following: (Table) (Table) 4. REASONABLE BUDGET

(Table) Listed below are the complete list of facilities, equipment, ICT and other resources that are made available to all faculty members conducting researches. There are two offices that the researchers can utilize in doing research works: the RDC Office and the College of Engineering Research and Extension Office. The participation of ECE faculty is manifested in their ardent commitment to provide for research works which are geared to the cultivation and enhancement of their productive capacity. Utilization of every research outcome remains to be their prime objective to help the community and provide for advancement in any defined field of endeavor. 6. PARTICIPATION OF SIGNIFICANT NUMBER OF FACULTY/STAFF/STUDENTS/COMMUNITY IN MAJOR PROJECTS/ACTIVITIES Some of the accomplished researches of .ECE faculty are listed below: (Table) Another proof of the active participation of the faculty is evident in their effort for the effective dissemination of the product and outcome of their research through any publication, journals, competitions, in-house reviews, and the like. These activities are being rendered so that more will be reached by projected benefits of the research, thus maximizing the purpose for which the research had been done. We have enumerated below the faculty researches which have been successfully published in different research journals for local and international circulation as well: (Table) Exhibit and Paper presentation also serve as an effective avenue to research dissemination process. These provide for us the opportunity to solicit the response of the possible direct consumers and beneficiaries of the research thus giving us most significant inputs and recommendations for further evaluation, and enhancement of the material.
The following are some of the activities our faculty has participated to give support to improvement and utilization of our researches: (Table) Due recognition is always vested to all research accomplishment with defined purpose and contribution to community and human race as well. Awards and Distinction motivate people to serve more. And serving more means consolidating the best of our efforts and resources for a better research outcome.
The BSU Research Manual provides for the systematic and effective procedures (pp. 25) and guidelines on the administration of various incentives, grants, awards, and privileges to all deserving research material and research presenter as well. Among the grants mentioned therein are credits for academic ranking and financial incentives for researchers who publish their researches in national and international refereed or non-refereed journals.
Though all of these grants and recognition may boost individual esteem and competence, and financial capacities, nothing can be compared to the benefit of knowing that one has contributed something essential to this world. It is the greatest prize one can get from research.
