Terminologic conventions
Standard GSM and UMTS terminology have to be applied :
UE = User Equipment or the Mobile Station (MS) whether
the subscriber is in a GSM or a UMTS network
USIM = Subscriber Identity Module (SIM) or a Universal
SIM(USIM)
CSCN = Circuit-Switched Core Network. It offers GSM and
UMTS services depending on which type of network it
belongs to
PSCN = Packet-Switched Core Network. It offers GPRS
services
RAN = Radio Access Network, it represents Base Station
Subsystem (BSS in GSM) and/or Universal Terrestrial Radio
Access Network (UTRAN in UMTS).

Definition
Basic services are telecommunication services provided by a GSM and/or
UMTS PLMN. They are divided into three categories:
Bearer Services (BS) that provide binary signals point-to-point
transmission capability.
Bearer services offered on subscription concern circuit mode data
transmission.
They are characterized by their access type (synchronous or
asynchronous) and their speed (0.3 to 64 kbit/s).
Teleservices (TS) that provide complete connection capacities,
including terminal equipment definitions, for communications between
two or more users.
The teleservices are made up of voice transmission services
(speech), short message services and facsimile services.
General Packet Radio Services (GPRS) that enables the mobile
subscribers to send and receive data in an endtoend packet transfer
mode without using network resources in circuit switched mode.

Transmission modes
Two transmission modes are defined in the part internal to the
PLMN:

Transparent mode (T), in which the data is transmitted
unprocessed between the terminal and the IWF.

Non Transparent mode (NT), in which the RLP (Radio Link
Protocol) is implemented between the terminal and the IWF.
This protocol is similar to the HDLC protocol, and
secures transmission.
However, it causes uncontrolled delays because of the
repetition procedures to counteract bad transmissions.

Needs
To take out a subscription, all mobile subscriber data must be created in AUC
beforehand !

For the circuit-switched services and packet-switched services, the role of the HLR is :
to respond to a request for authentication information sent for the GPRS by the
SGSN.
to respond to a request for authentication information sent for the GSM/UMTS by
the MSC.
The Authentication Center (AuC), assigns the security triplets in GSM and
quintets in UMTS, required for the GPRS or TS/BS, to the HLR, which directs
them to the SGSN or MSC for registration.

An authentication information request can occur during :
OC, TC, Handover, SS management,
GSM/UMTS attachment procedure, GSM/UMTS Location Update,
GPRS attachment procedure, GPRS routing area update,
PDP context activation or deactivation.

Authentication key
The personal authentication key Ki (GSM subscriber) or K
(UMTS subscriber) is assigned to the subscriber with his IMSI.

It is not known to the subscriber.

The key is used during the procedure for authenticating the
subscribers identity.

The personal authentication key is stored :
in the SIM or USIM card.
in the AuC.

Authentication Vector
The data authenticating the subscriber is the AV (Authentication Vector).

AVs are triplets for GSM subscribers and quintets for UMTS subscribers.

AVs are created in the AuC. They are transmitted to the VLR via the HLR in
the following way (see note below) :
1. The HLR stores n AV for each subscriber as supplied by the AuC.
2. These n AV are transmitted to the VLR or to the SGSN on request.
The HLR then asks for n new AV from the AuC.

Each authentication procedure requires one AV. When only one AV remains
available in the VLR (or in the SGSN), n new AV are requested from the HLR.

Note : The number n varies depending on the VLR/SGSN version.

The AV

for UMTS subscribers is a quintet with the following elements :
RAND : random number
XRES : expected response, based on K and RAND, using algorithm f2.
CK : ciphering key, based on K and RAND, using algorithm f3.
IK : integrity key, based on K and RAND, using algorithm f7.
AUTN : authentication token, created from :
SQN : sequence number, used to number the quintet,
AMF : authentication management field, used to send particular
information to the USIM card (security information for example).
The AMF can be modified by the operator. [ see MODAMF :
AMFVAL = H'xxxx from H'0000 to H'FFFF]
The quintets are sent to the VLR in a given order. They must be used in the
same order.
A quintet is used only once. It is deleted:
from the HLR after it has been sent to the VLR,
from the VLR when the authentication procedure is complete.

General
A basic subscription is made up of the following data :
subscribers identity, the International Mobile Subscriber Identity (IMSI)
subscribers user equipment identification number, Mobile Subscriber ISDN
Number (MSISDN),
access capability to the GSM/UMTS network in circuit mode and/or the
GPRS/UMTS network in packet mode,
bearer and teleservices subscriptions,
supplementary services subscriptions,
service and roaming rights,
authentication data.
Each user of the mobile network has a basic subscription.
Every subscriber is provided with continuity of service over the whole GSM and UMTS
network system.
The characteristics of this subscription are registered in the (HLR) of the Home PLMN
HLR does not differentiate between UMTS and GSM subscribers, but only
according to the subscribed services.

As no number is linked to a BS or a TS, the GSM BC and the

Multimedia service : circuit-switched services (1)
In UMTS networks, General Bearer Services (GBSs) are bearer services defined
independently from the user rate and replacing individual bearer services.
GBSs (all data asynchronous, all data synchronous) provide subscribers with the
capacity to transmit binary data over the circuit-switched mobile network.
GBSs are mandatory under UMTS coverage. A subscription to a GBS comprises
the subscription to all individual bearer services of its associated group.
A subscriber can not have a simultaneous subscription to a GBS and to
any of the individual bearer services covered by this GBS.
The Alcatel UMTS network supports bearer services :
GBS20, all circuit data asynchronous general bearer services, with the following
services:
3.1 khz audio outside the PLMN,
V110 (rate adaptation protocol) Unrestricted Digital Information (UDI),
GBS30, all circuit data synchronous general bearer services, with the following
services:
Multimedia:
56 kbit/s, Restricted Digital-Information (RDI),

the services already provisioned (INTSBBR)
b) provision the required GBS20 / GBS30 service to
the subscriber using command CHASBR

GPRS : packet-switched service
The GPRS is a GSM phase 2+ service, that applies also to UMTS (see 3GPP
recommendations TS 23.060).
It enables the mobile subscribers to send and receive data in an endto
end packet transfer mode, without using network resources in circuit
switched mode.
Transfer in packet mode is an efficient way to use radio and fixed
network resources, (resources are allocated only when a packet is
transferred).

The GPRS subscription is characterised by a set of elements used to :
define access means by the subscriber to the PDN
define the transmission path of short messages (GPRS or NSS)

As for the NSS, the HLR delivers the mobile subscriber's location information
by registering the SGSN address used to reach the subscriber [the SGSN
may be in the HPLMN or another PLMN (FPLMN)].

It corresponds to a GPRS subscription for a packet address.

When SURES is left blank when creating from a model and if at least one of
the parameters RLN, LISTS and/or RSZIL0x are entered in the command, the
SURES value existing in the model is used to check the compatibility of the
parameters entered.

Locked state during subscription creation
The locked state prevents a subscriber from making or receiving
calls.
This enables subscriptions to be created in advance, to be
unlocked only when they are sold to a subscriber.

The locked state can be unlocked either by subscription modification command

When a subscription is created, declaring it "locked for administrative
requirements" causes the ODBOC and ODBIC categories to be set for the
subscribers.
So, to unlock a subscription, you have to delete these two ODB categories.

Creation with model : principle
This function facilitates the creation of subscribers (at the HLR),
by basing creation on the retrieval of predefined models (and
therefore by reducing the number of operator commands
needed to create subscribers).
Change or deletion of a model will not retroactively affect the
subscribers deriving from that model.





Any combination of data can be assigned to a model, BUT few with
predetermined values like :
MSIN = MODELXXX XXX range from 000 to 999 to identify the model
number,
MS_ISDN = MODELSN a subscriber pseudo-number used as the value
for the SN field of the BSERV parameter.

Basic services (BSV) to be deleted must be specified in
OBSERV or OSNBSV parameter for those attached to an SN and
OBSWOSN parameter for those not attached to an SN.

Basic services (BSV) to be added must be specified in
NBSERV or NSNBSV parameter for those attached to an SN and
NBSWOSN parameter for those not attached to an SN.

Its possible to switch from the "ordinary" category to the "Hot Billing"
category and vice versa using the CAT parameter.

CHASBR : Change Subscriber characteristics

SURES parameter is used to specify roaming
rights (same way as for creating a subscription).
CANLSTAL parameter lets you delete one or
more lists of PLMNs.

Regional subscription : defined by the SURES
parameter = REGSUBOP, REGSUBFP
REGSUBPLM or REGSUBLIS :
The RSZs authorized for roaming can be
redefined in the RSZIL01, RSZIL02 and
RSZIL03 parameters.
DELRSZIL parameter lets you delete all
the RSZs of a single PLMN at the same
time in RSZIL0i.

CHASBR : Change Subscriber characteristics
In networks where ODB is not available, it is possible using the MSBARR
parameter to lock or unlock a subscription, specifying the reason :
LAN = Subscriber locking for administration needs
LBP = Subscriber locking for bad payment
LFU = Subscriber locking for fraudulent usage
LMD = Subscriber locking for deletion
UAN = Unblocking for Administrative use
UBP = Unblocking for bad payment
UFU = Unblocking for fraudulent usage
UMD = Unblocking for deletion

In networks where ODB is available, the MSBARR parameter cannot be used in
CHASBR.

Changing a GSM subscriber into a UMTS subscriber (1)
The subscriber type, either GSM or UMTS, is only known by the AuC.
To change the subscriber type from GSM into UMTS, you can apply three
different methods :
Method 1:
a) delete the subscriber from the HLR (DELSBR), then from the AuC
(DELAUK),
b) create a new subscriber with new information, first in the AuC
(CREAUK), then in the HLR (CRESBR)
or Method 2:
a) create a new MSIN in the AuC for this subscriber (CREAUK),
b) change the individual Bearer Service Profile (BS) of a subscriber
into a General Bearer Service Profile (GBS) using the CHASBR
command
c) change the old MSIN in the HLR using the CHAMSI command
(CHAMSI),
or Method 3:
a) b) as method 2
c) perform an automatic change of IMSI (CRELNK).

To create a link between two MSIN, for automatic IMSI change function.
The first MSIN must exist in the HLR and the AUC.
The second MSIN must have been created in the AUC.
