General Objective

Specific Objectives
WHAT IS
REPUBLIC
ACT 9163?
It is an Act establishing the
National Service Training Program
(NSTP) for tertiary/collegiate level
students.
It amends R.A. 7077 AND
PRESIDENTIAL DECREE 1706,
and for other purposes
Refers to a program aimed at
enhancing civic consciousness and
defense preparedness In youth
It develops the youths ethics of
service and patriotism while
undergoing training in any of the
three (3) program components,
specifically design to enhance the
youths active contribution to the
general welfare.
It has been signed into the law by
Pres. Gloria Macapagal-Arroyo, in
response to the public clamor for
reforms in the ROTC Program.
Three lead government agencies
Commission on Higher Education
(CHED) Technical Education And
Skills Development Authority
(TESDA), and Department of
National Defense (DND) are
entrusted to strictly implement
law.
R.A. 9163 is fully implemented
effective Academic Year 2002
2003.
The CHED or TESDA
regional offices shall
over see and monitor
the implementation of
the NSTP under their
respective
jurisdictions.


PROGRAM
IMPLEMENTATION
Coverage :
All incoming freshman students, male and
female, starting School Year 2002 2003, enrolled
in any baccalaureate and at least two year
technical vocational or associate courses, are
required to complete one NSTP component of their
choice as a graduation requirement

All higher and technical-vocation
education institutions must offer
at least one other NSTP
components.
State universities and college,
shall offer the ROTC component
and at least (1) NSTP components.

The Philippine Military Academy
(PMA), the Philippine Merchant
Marine Academy, Philippine
National Police Academy (PNPA),
in view of the special character of
these institutions, are exempted
from the NSTP

Private higher and technical-
vocational education institutions with
at least 350 student cadets, may
offer the ROTC component and
consequently establish/maintain a
Department of Military Science and
Tactics, subject to the existing rules
and regulations of the Armed Force
of the Philippines (AFP).
Each of the NSTP components
shall be undertaken for an
academic period of two
semesters.
It shall be credited for three
units per semester, with fifty- four
to ninety training hours per
semesters.

A one summer program in lieu
of the two semesters may be
designed, formulated and
adopted by the DND, CHED and
TESDA, subject to the
capability of the school and the
AFP to handles the same.

CLUSTERING Clustering of student
from different education institutions
during semestral or summer periods
may be done for any of the NSTP
component, taking into account
logistics, branch of service and
geographical locations. The host school
shall be responsible in managing the
program.
CROSS-ENROLLMENT. School that do
not meet the required number of
students to maintain the optional ROTC
and any of the NSTP components, or do
not offer the component chosen by the
students shall allow their students to
cross-enroll to other schools,
irrespective of whether that school is
under CHED or TESDA.
Students intending to cross-enroll shall
be subject to the existing rules and
regulation of the school of origin and the
accepting school.
The school authorities shall exercise
academic and administrative supervision
over the design, formulation, adoption and
implementation of the different NSTP
components in their respective schools.
Schools which have contracted
CHED- accredited or TESDA
recognized NGOs to formulate
and administer training modules
for any of the NSTP components
shall jointly exercise such
academic and administrative
supervision with those NGOs.
CHED and TESDA shall issue the
necessary guidelines for accreditation of
NGOs and training modules to be utilize
by these NGOs.
CHED Regional offices, TESDA
Provincial/District Offices and DND AFP
shall oversee and monitor the
implementation of the NSTP to determine
if the trainings conducted are in
consonance with the act.
These Offices shall
submit periodic
reports to the central
offices of CHED,
TESDA and DND.
oGraduates of the non- ROTC components
of the NSTP shall belong to the National
Service Reserve Corps (NSRC) and could
be tapped by the State for literacy and
civic welfare activities through the joint
efforts of DND, CHED, TESDA, in
coordination with DILG, DSWD, and other
concerned agencies/associations.
ORGANIZATION OF NSTP
GRADUATES
oCHED, TESDA, and DND in
consultation with other
concerned governments NGOs,
shall issue the necessary
guidelines for the establishment,
organization, maintenance and
utilization of the National Service
Reserve Corps (NSRC)
SUSPENSION OF ROTC
The completion of ROTC training as
requisite for graduation is set-aside for students
who have completed all their academic
requirements for their respective courses as
certified by the school on or before the
effectivity of the NSTP Act of 2001 (March 23,
2002). They may apply for graduation with their
respective schools.
TRANSITORY PROVISIONS
oMale students who are not covered by the
suspension of the ROTC requirements and
are currently enrolled but have not taken
any of the Military Service (MS), Civic
Welfare Service (CWS) of Law
Enforcements Service (LES) programs
shall be covered by the NSTP law.
oMale students who have completed two
semesters of the Expanded ROTC (E-ROTC)/
National Service Program (NSP) are deemed
to have complied with the NSTP requirement.
oMale students who are not covered by the
ROTC suspensions requirement and have
taken only one semester of Basic ROTC shall
take one more semester of any of the NSTP
components to qualify for graduation.

The following incentives to students are
to be provided for when they take up NSTP:

A program of assistance/incentives for
ROTC students DND which will be in
accordance with existing laws and
regulations and subject to the availability of
funds.

School authorities concerned,
CHED and TESDA shall ensure that
the health and accident group
insurances are provided to the
students enrolled in any of the
NSTP components.
A special scholarship program for
qualified NSTP shall be
administered by CHED and TESDA
subject to the availability of funds.
NATIONAL DEFENSE ACT (The Philippine
Constitution, Art. II, On Declaration of Principles and State Polices)
There is again a need for us to
include in the study of NSTP the
important declaration in our Philippine
Constitution as a Filipino citizen who
has a duty not only to defend our
country but even to protect its
democratic ideals and support the
freedom and independence of Filipinos.
What is the National
Defense Act ? (Lt, Falculan, NSTP Manual)
Known as the Commonwealth Act No.
01 was the first legislative measure
enacted by the Philippine National
Assembly on December 21, 1935 and
approved by President Manuel L.
Quezon.
Legal Basis for the establishment of the
army of the Philippines, the forerunner
of the Armed Forces of the Philippines
today.
As provided by law, the
Army of the Philippines
consists of a small regular
force and backed up by a
large Reserve Force. The
Swiss Defense System
Influenced General
MacArthur to adopt the
citizen army.
He/she must all times be loyal to the
Republic and to honor the Philippine
Flag, to defend the state and
contribute to its development and
welfare, to uphold and obey the
Constitution and all laws and to
cooperate with duly-constituted
authorities and the attainment of a
just and orderly society.
The rights of the
individual imposed upon
him the correlative duty
to exercise this
responsibility with due
regard for the rights of
others.

CONSIDERATIONS ON

military.

duty of the Government

the people.

maintenance of peace and
order, the protection of
life, liberty, and

promotion of the general
welfare are essential
for the enjoyment by all
the people of the
blessings of democracy.

Section 13. The State recognize
the vital role of the youth in
nation building and shall
promote and protect their
physical, moral, spiritual,
intellectual, and social well
being. It shall inculcate in the
youth patriotism and
nationalism, and encourage
their environment in public and
civil affairs.
