INTROUCTION

BACKGROUND OF THE STUDY
An overseas Filipino workers or OFW's has been a
trend for several years and up till now. They were
considered as a modern Filipino heroes because they have
risk their lives working abroad in order to provide the
needs of their loved ones.
Under the term of overseas Filipino workers has
different classification such as the term overseas
Filipino investor, they are those who invest their
remittances to business that boast up to the economy like
real estate etc. Balikbayan are those who have been a
citizen abroad and return to the Philippines for vacation.

INTRODUCTION

In the Philippines, the government composed of
different agencies that would support and guide the OFW's
that includes Department of foreign affairs or DFA, one of its
account is to protect the privileges and support the welfare of
Filipinos overseas. Some other agencies such as PAG-IBIG, SSS -
social security system, OWWA - overseas workers welfare
administration, POEA - Philippine overseas employment
administration, DOLE - department of labour and employment
were all consider as an assistance or guide of an OFW and
more.

INTRODUCTION

Since today Filipinos tend to work abroad due to its some needs and
upon applying a job, there'll be a lot of stages or procedures that an OFW will
have to undergo. One of the procedure is to complete all the required documents
that were given by different agencies, and in order to satisfy these requirements,
agency visitation must be done.
However the situation in the Philippines, these agencies were not all easily
accessible to each other, making it complicated and challenging for
applicants to accomplish its documents.
Due to these issues, the need for a convergence zone for these Philippine
government agencies must be valued, making it a reason for proposing a
government center for overseas Filipino workers.

INTRODUCTION

OBJECTIVES OF THE STUDY
The principal of the study is classified into two
phases. First phase, is to identify some possible solution to
integrate all agencies concerning OFW's; second phase, is to
cater all requirements in one stop shop structure to benefit
the overseas Filipino workers. Hence, since this is an
architectural study, the rejoinder is translated into various
architectural objectives, such as:
To identify all the activities of each agencies
To identify the needed facilities for the structure.

SIGNIFICANCE OF THE STUDY
The proposed study "Government center for overseas
Filipino workers" would cater benefits for an overseas and
other people. This study may offer knowledge that would be
applicable to different fields that is concerning government
offices and more. it may also present possible solution to
different problems encountered today.
The proposed Government center for overseas Filipino
workers would be significant to the following:

SCOPE AND DELIMITATION
The scope of the study is an architectural design
process. these process are programming, that includes
the activity of determining the "program", or set of
requirements that a building needs to fulfill; schematic
design that includes diagrams such s circulation,
distribution and graphic etc; design development focus
on the project as a whole and gives attention to each
details of the study.
The construction process and cost estimate or
financial of the development for the proposed project
will not be provided in this study due time constraint.

1. TORONTO CITY HALL
The City Hall of Toronto, Ontario, Canada is the
home of the city's municipal government and
one of its most distinctive landmarks. Designed
by Finnish architect Viljo Revell (with Heikki
Castrn, Bengt Lundsten, Seppo Valjus) and
landscape architect Richard Strong, and
the building is seen as a giant unblinking eye,
thus the building's original nickname of "The
Eye of Government".
The structure is divided into different agencies
that were presented in the government of

Philippine agencies and administration
In the Philippine government there are different agencies or administration that will be helpful
to an OFW: regarding overseas employment policies, working conditions, laws, and other issues
related to working abroad WHICH WILL BE INTEGRATED IN ONE STRUCTURE:

Department of foreign affairs (DFA)
THE DEPARTMENT is the prime agency of government responsible for the pursuit of the State's
foreign policy and the nerve center for a Foreign Service worthy of the trust and pride of every
Filipino. It caters all the information of passports and visa.

Kabayanihan program
The Kabayanihan Program is an integration of the welfare and social program packages presently
offered by POEA, OWWA, Social Security System (SSS), Pag-ibig Fund/HMDF and the Local
Government Units (LGUs) to OFWs and their families.

Overseas workers welfare administration (OWWA)

The Overseas Workers Welfare Administration (OWWA), an attached agency of the
Department of Labor and Employment (DOLE), is the lead government agency tasked
to protect and promote the welfare and well-being of Overseas Filipino Workers
(OFWs) and their dependents.

Philippines overseas employment administration (POEA)

POEA is the government agency responsible for optimizing the benefits of the
countrys overseas employment program. It is also the lead government agency tasked
to monitor and supervise all recruitment agencies in the Philippines.

SYNTHESIS
The impression presented in a municipal hall has the similar taste on
this study in terms of offices that would be catering the needs of the
people where as it would be a one stop shop- integrated offices or
agencies.
HYPOTHESIS OR ASSUMPTION
This study will serve as an effective solution where all agencies or offices
are integrated as a one-stop-shop that are concerning overseas Filipino
workers.

Historical method research was
used in this study in order to
identify the past social attitudes
and community structures and
how these have changed over
time.
DESCRIPTIVE RESEARCH

used in this study in order to

characteristics about the
population.
RESEARCH DESIGN
SAMPLING TECHNIQUES AND SAMPLE
The ofw , which began with an intial
batch of farm workers was sent to hawaii
in 1906, is engrained in the culture.
In 2003, nearly younger generation from
12 and above wanted to work in abroad
in the future.. And 60% of ofw's children
wanted to follow their parents footsteps.
In 2005, a survey from pulse Asia found
that 1 out of 3 Filipinos would work
abroad, if given a chance.

RESULTS
Based on the objectives and the instrumentation, the outcome of the study
is to integrate all the agencies concerning overseas filipino workers to satisfy
their needs. These agencies are OWWA, DFA, kabayanihan program that
caters sss and pagibig, POEA.
the following is a breakdown of spaces that will cater the structure.
Ground floor and second floor would occupy all the
commercial spaces and as for the remaining floors
that would be the different agencies concerning ofw's.

FLOOR OWWA (OVERSEAS WORKERS WELFARE
ADMINISTRATION)
Owwa is the government welfare institution that protects and
promotes the interest of member-overseas filipino workers.
It develops responsive programs and services for the social
protection of its members.
Includes requests for assistance on ofws' whereabouts, psycho-
social counseling, conciliation, airport assistance,
hospital/prison/work camp visitations and legal assistance to ofws
who wish to pursue labor / welfare case in the court of the host
country.
Includes requests by families and noks (next-of-kin) for
assistance from post, post-repatriation assistance, counseling,
referrals, and other concerns

A. SUMMARY
Through the identification of the problem based on observations and
information from people involved in a government agencies concerning
ofw's to the proposed project, the researcher was able to identify what the
study can contribute to the center of the people in having enough facility
and easily accessible.
The integration of government agencies concerning overseas can benefit
them for an easy and not time consuming preparation of documents and
will serve as an one-stop shop.

B. CONCLUSION
For the proposed project, the condition
of having a government center that is the
main focus are for the overseas filipino
workers should consider the applicability
of all agencies and their different
activities and functions, it should benefit
all concerning users and also
accommodate.
C. RECOMMENDATION
The identified recommendation
for the research objective: which
is to identify all the agencies
that concerns ofw which are the
DFA, POEA, OWWA, AND
KABAYANIHAN PROGRAMS
