The Intra cell handover can be triggered from bad quality in downlink and uplink
There is functionality to avoid too many repeated intra cell handovers for a connection. If too many consecutive intra cell handovers takes place , further intra cell handovers inhibited during a predefined time

(SACCH unites) Timing Control After intra-cell handover a timer, TMAXIHO, starts. When the first intra-cell handover takes place an intra- cell handover counter is set to 1. After that, every time an intra-cell handover takes place before the timer has elapsed, the handover is defined as "consecutive", and the intra-cell handover counter is incremented by 1
If the timer has elapsed, the next intra-cell handover will set the intra-cell handover counter to 1.
Up to MAXIHO consecutive intra-cell handovers are allowed. If the limit set by MAXIHO is reached, and another consecutive handover attempt is made, that intra-cell handover, or any other intra-cell handover attempt, is inhibited during a time specified by the parameter TIHO. After TIHO, the intra-cell handover counter is reset to zero TINIT is the time when Locating is inhibited after a successful change of channel. Note that after an intra- cell handover, all handovers attempts (intra-cell as well as "normal" inter-cell handovers) are inhibited during the time specified by TINIT.
