Introduction
Intra Cell hand over aims at improving the carrier over Interference ratio for a connection with
RXQUAL indicates poor quality and at the same time the received Signal strength is high


The basic idea is to allocate a channel which differ as much as possible from the channel which is
currently used from interference point of view


The Intra cell handover can be triggered from bad quality in downlink and uplink


There is functionality to avoid too many repeated intra cell handovers for a connection. If too many
consecutive intra cell handovers takes place , further intra cell handovers inhibited during a
predefined time

The FQSS table (quality vs. signal strength function, Table 1), defines the maximum acceptable received
quality value for every signal strength value (RXLEV). If, at a specific received signal strength, the quality
value exceeds this defined value, an intra-cell handover is requested. Parameters can be used to adjust
for what signal strengths, and for which quality, an intra-cell handover shall be triggered.
Algorithm
rxqual-ul > QOFFSETUL + FQSS(RXLEV_UL + SSOFFSETUL)

rxqual-dl > QOFFSETDL + FQSS(RXLEV_DL + SSOFFSETDL)
The intra-cell handover is requested if:
rxqual-ul > QOFFSETULAFR + FQSS(RXLEV_UL + SSOFFSETULAFR)
or
rxqual-dl > QOFFSETDLAFR + FQSS(RXLEV_DL + SSOFFSETDLAFR)
For AMR
SSOFFSET UL / DL: sets the offset to the signal strength in the UL / DL. The parameter is set per sub cell.
SSOFFSET ULAFR / DLAFR: sets the offset to the signal strength in the UL / DL for traffic using the AMR
FR codec type. The parameter is set per sub cell.
QOFFSET UL / DL : sets the quality offset in the UL / DL . The parameter is set per sub cell.
QOFFSET ULAFR / DLAFR : sets the quality offset in the UL / DL for traffic using the AMR FR codec
type. The parameter is set per sub cell.

MAXIHO=3
TMAXIHO: is the maximum time between intra-cell handovers, which are considered consecutive. The
parameter is set per sub cell.
MAXIHO is the maximum number of allowed consecutive intra-cell handovers. The parameter is set per
sub cell.
TIHO : is a timer during which intra-cell handover is inhibited after having performed too many consecutive
intra-cell handovers. The parameter is also used when inhibiting a sub cell change
TINIT : is the time when Locating is inhibited after a successful change of channel. (SACCH unites)
Timing Control
After intra-cell handover a timer, TMAXIHO, starts. When the first intra-cell handover takes place an intra-
cell handover counter is set to 1. After that, every time an intra-cell handover takes place before the timer
has elapsed, the handover is defined as "consecutive", and the intra-cell handover counter is incremented
by 1


If the timer has elapsed, the next intra-cell handover will set the intra-cell handover counter to 1.


Up to MAXIHO consecutive intra-cell handovers are allowed. If the limit set by MAXIHO is reached, and
another consecutive handover attempt is made, that intra-cell handover, or any other intra-cell handover
attempt, is inhibited during a time specified by the parameter TIHO. After TIHO, the intra-cell handover
counter is reset to zero
TINIT is the time when Locating is inhibited after a successful change of channel. Note that after an intra-
cell handover, all handovers attempts (intra-cell as well as "normal" inter-cell handovers) are inhibited
during the time specified by TINIT.
