To manage sustainably the forests and mangroves under CBFMAs and other forestland tenure instruments and to alleviate poverty in the rural areas of Panay and Negros Islands To enable participating LGUs and communities to manage forests and mangroves sustainably To improve livelihood of the participating families Over half (281,386 ha ) of the total land area of Negros Oriental is classified as forestland Natural forest covers 28,000 ha (5% of the total land area of the province) Plantations cover 17,000 ha (3% of the total land area of the province)
LGUs Implementing & Preparing Forest Land Use Plans (FLUP) in Negros Oriental Eleven (11) LGUS have FLUP and ten (10) are in the process of preparing CBFMMP has assisted finalization of 4 FLUPs in 2010 Goal of the province is to cover all LGUs with FLUP by the end of 2014 CBFMMP is now (2012-2014) further assisting 8 LGUs through Provincial Forestland Assistance Team Negros Oriental is pioneer in Joint Forestland Management and has Institutional Set up to provide Technical Assistance to all LGUs with forestland areas. The CBFMMP is assisting DENR and Provincial LGUs to deliver quality technical assistance 1. The PFAT was created at the regional level (DENR R-7 SO no. 75, 2008) 2. In 2012 the PFAT was enhanced with the participation of the Province and assistance from CBFMMP-GIZ-EnRD (MoA, EO 08-2012, DENR R-7, PLGU SO 08 2013, DENR-PLGU Joint Special Order 2013)
Local Policies to Institutionalize Partnership for FLUP technical assistance: Signing a MoA in Jan. 12. 2012 created frame for collaboration between partners PFAT FOCAL PERSONS Why Barangay Land Management and Allocation Process? As the lowest political unit, barangay LGUs play a crucial role in the enforcement and implementation of CLUP and other development plans of the municipality or city. The barangay land management and allocation process helps to coordinate forestland management within the barangay boundaries, while resource management plans of all tenure holders must be consistent with the agreed proposed landuse and its management prescriptions.
The CBFMMP with GIZ EnRD is testing barangay based Resource Management Planning in the support of Co-Management of forestlands MAP: Proposed Landuse of Barangay Lamogong Applications as of now in Negros Oriental Barangays who are participating to this pilot were Villasol in Bayawan City, Buenavista in Santa Catalina, Tanglad and Lamogong in Manjuyod, Danao in Bindoy and Aya in La Libertad. 1. The networking and partnerships with government partners in Negros Oriental, other development programmes implemented by NGO and academe in the province as well as other programmes of GIZ is an initiative that helps achieved CBFMMProject goals. The networking with GIZ on SCOPE project and Value Links has started chain of activities that could lead to more viable options in linking the farmers and POs with buyers and socially responsible enterprises. Study tours to CENRO Ayungon and SagipSaka project implemented in La Libertad as well as NESTLE Philippines in Tagum have provided ideas of improved techniques in forestry and agroforestry practices. At the same time livelihood component has conducted tours to gather knowledge and contacts on aquaculture operations in Bohol and private sawmill operators in Bayawan. Many of these knowledge exchange events can be organised locally without big cost and extensive preparation.
2. The initial work with Provincial Forest Land Use Assistance Team (PFAT) has resulted to improved and uniform tools for undertaking FLUP preparation.
