Accountability Framework (QAAF)
It is a roadmap or guide for building a
culture of quality in the Department
As a framework,
It has its objectives.
It adheres to a set of premises and salient
features.
It adopts a quality management model
Objectives of the QAAF

1. Highlight the strategic importance of schools in
providing quality education to learners.

2. Strengthen support of the divisions and regions
to schools and community learning centers

3. Define the system boundaries between the
DepEd units.

4. Facilitate the documentation and
propagation of best and effective
practices.
5. Ensure education standards and
management systems at all levels are in
place
6. Instill a continuous improvement in the
education system.
7. Facilitate decision-making and problem
solving.

Understanding Quality
Management System (QMS)
as an Operational
Mechanism
QMS is a mechanism that
systematically and continuously
examines, ensures and embeds quality
in the systems, processes, and
outcomes in order to produce better
learner outcomes and deliver better
technical and management services.


Overall Purpose of QMS:

To integrate and synchronize the functions
of the schools, division and region to ensure
attainment of the standards of quality in
education planning, in the implementation of
core systems and processes and the
evaluation of the intended outcomes for
continuous improvement.

Specific Objectives
To ensure quality planning at every level so
that the goals of DepEd and purposes of the
schools, division and region are identified and
taken care of
To provide a mechanism for insuring that
standards set for undertaking implementation
procedures and processes for programs and
projects at different levels are met
To put in place a common guide for monitoring
& evaluation
To establish a communications and feedback
system to ensure sustainability of the processes
