QA ROLES BY MANAGEMENT LEVEL
(RA 9155)
Quality Management System
Focused on
setting quality
objectives and
necessary
processes that will
ensure
achievement
Application of
planned, systematic,
quality activities to
ensure that all
processes employed
will meet all
requirements and
standards.
Monitoring specific
results to determine
whether they comply
with relevant quality
standards & identify
ways to eliminate
unsatisfactory results
Core Areas for Quality Assurance

Activity 1: RO / DO Competencies
1. Form groups 1 RO, 5 DOs
2. Each group lists down
RO - what the Region regularly does.
DO - what the School Divisions regularly do

3. Group the responses into service areas.

4. Consolidate groupings done to be the basis for
the outputs or deliverables or services of the
region.

5. Validation of RO / DO services

Activity 2: ID of Core Processes

6. Each group will analyze and identify at
least 3-4 core processes that the RO/DO
needs to do to deliver the Output/
Deliverable assigned to them.

7. Presentation of output.

Activity: Quality assurance of DO
processes
2. Each group to choose one (1) DO process to be
quality assured.

3. Identify the desired phases of the work process ( i.e.
milestones) from start to completion

4. Set the criteria for reviewing or assessing each
milestone in terms of content and process standards .

5. Use the criteria to develop a tool (e.g. checklist) for
reviewing completion/ accomplishment of a milestone.

DO PROCESS:
Instructonal Supervision
of Teachers
1. Identify the significant phases of work(i.e.
milestones) of the process.
2. Set the content and process standards for
the first milestone
Content standards what characteristics
the expected output of the milestone
should have
Process standards how the output will
be produced
3. Prepare QA checklist for certification

Sample Process: Technical Assistance for SIP Development
Milestones:
1. Identification of schools needing TA for SIP Dev
1. Content
1. Has selection criteria
2. Priority schools in the list meeting criteria
2. Process
1. Criteria evolved through consultation
2. Listing of priority schools done by a team following criteria

2. Needs Analysis of Priority Schools
1. Content
1. Identified needs relevant to SIP development
2. Needs prioritized according to SIP development process
2. Process
1. Needs identified by school planning team
2. Needs gathered through acceptable data gathering process and
tool

Sample Process: Technical Assistance for SIP Development
Milestones:
1. TA planning and resource preparation
1. Content
1. TA plan is based on needs of schools on SIP development
2. TA plan includes varied TA strategies
3. Planned TA activities / strategies appropriate to school
stakeholders

1. TA Plan is prepared by SBM Coordinator endorsed by T&D
coordinator
2. TA delivery
1. Content
1. Delivery of TA is according to the TA plan
