According to the ASK baseline survey, more than half (52%) of young people lack
comprehensive knowledge on SRHR/HIV.
This knowledge gap implies that many young people are vulnerable to HIV infection
and re-infection.
Recommendations
All County stakeholders (The County Government, MOEST, MOH, Religious leaders,
and parents) should make deliberate efforts to develop or support programmes that
will equip young people with the right knowledge, attitudes and skills on SRHR/HIV.
The Education Sector Policy on HIV/AIDs (2013) recommends the provision of age
appropriate comprehensive sexuality education to young people in schools. Its
implementation will require commitment and support from all stakeholders
There is a need to create sexually education and mentorship programs that
strengthen the parents, religious and community leaders involvement in SRHR/HIV
related issues.


Stock out of essential health commodities is still a challenge:
HIV/AIDS drugs-56% available (SARAM, 2013)
There have been reports of unavailability of HIV testing kits and condoms in
different parts of the country.
Contraceptives prevalence rate in Nyanza (modern methods)-33% (KDHS,2008)
From the ASK baseline survey, a majority of those who did not receive services cited
unavailability of drugs/commodities.
Recommendations:
The County Government should invest in training health providers on key aspects of
commodity management such as proper quantification and record keeping
The County Government should set aside adequate resources to procure sufficient
essential drugs and commodities (Contraceptives, ARVs, Testing kits)




Barriers
According to the ASK baseline, young people in need of SRH services are unable to
access the services because of:
Judgmental attitude of some health providers
Privacy and confidentiality concerns in some health facilities
Opening and closing hours of the facilities
Affordability of commodities or services
Confidence issues and Lack of know how
47% of county health facilities in Kisumu county offer comprehensive youth friendly
services (SARAM, 2013)
The ASK baseline highlights privacy concerns and lack of training of health
providers as the main reason for non compliance of health facilities to youth
friendly guidelines in the county.
Recommendations
The county government should invest in training health providers on how to work
with young people
The county governments ensure that all health facilities comply with the National
Guidelines for provision of Adolescent Youth Friendly Services in Kenya (2005)








Situation
Kisumu County was ranked the 11
th
highest in the country in maternal mortality
(deaths)-accounting for 249 maternal deaths out of 6,623 in the country and a
maternal mortality ratio of 597/100,000 (UNFPA,2014)
Its among 15 counties with the highest burden of maternal mortality.
Possible causes include: low utilization of skilled care (ANC and delivery); HIV;
harmful cultural practices, and shortage of health personnel.
46% of births attended by skilled health personnel in Nyanza (KDHS, 2008)
Recommendations
The County Government should invest in programmes that promote the utilization
of skilled health care and in particular ANC and skilled delivery . Investing in family
planning is also key in addressing maternal mortality.

Recommendations:
Allocation of resources to the health sector
should strive to maintain a threshold of not
less than15% as per the Abuja declaration

The county budget should have specific
budget lines for:
HIV &AIDS prevention, care and support
Family planning
Youth friendly services:
Training of health providers
Implementation of Guidelines
Promotion of maternal health

Consider having some representatives from
the above organizations in the Health sector
working group
