which implements the plans and policies of the
Commission.
IT COORDINATES THE ACTIVITIES AND
PROJECTS OF THE VARIOUS OFFICES AS
FOLLOWS:
a. Higher Education Development Fund
- this office is tasked to formulate and implement
HEDF investment policies and identify sources of additional
funds.
b. International Affairs Staff
- this office is tasked to develop strategies and
schemes to establish linkages with various international
higher education institutions and implement foreign-
assisted projects in higher education.


c. Administrative and Finance Services
- this office is responsible for the administrative and
financial management services.
It is compose of four divisions:
1. Budget Division
2. Accounting Division
3. Human Resources Management Division
4. General Services Division

d. Legal Affairs Services
- this office provides legal services to the Commission.
- It has an Investigation and Enforcement Division


e. Office of Programs and Standards
- this office is tasked to formulate and implement
policies, standards, and guidelines on higher education
programs, systems, and processes.
It is composed of three divisions:
1. Standards Development Division
2. Programs Division
3. Monitoring and Evaluation Division
f. Office of Policy Planning, Research and Information
- this office is tasked to formulate and implement
higher education development plans and programs as
well as research priorities particularly in the area of
improving the productivity of inputs, systems, and
processes in all higher education institutions in the
country.
It is composed of three divisions:
1. Policy and Planning Development Division
2. Research Division
3. Information and Publication Division.

g. Office of Student Services
- this office is tasked to formulate and
implement policies, systems, and procedures relating
to the administration of various educational services
on higher education.
It composed of two divisions:
1. Study Grants Division
2. Student Assistance Division
4. Regional field offices which are tasked to served as
frontline offices of implementing units of the Commission
in the 14 regions of the country.

5. Technical panels which set the standards for nine
clusters of disciplines:
1. Science and Mathematics
2. Humanities, Social Sciences, and Communications
3. Information Technology
4. Health Profession Education
5. Engineering and Architecture
6. Maritime education
7. Business and Industry
8. Agricultural Education
9. Teacher Education
- the panels are involved in the monitoring and
evaluation of programs and institutions.
- they are composed of senior specialists or
academicians and experts from academe, government,
industry, and professional societies and associations.
