Section 32 (2) of the Electricity
Act 2003
‘The State Load Despatch Centre shall

a) be responsible for optimum

scheduling and despatch of
electricity within a State in
accordance with the contracts
entered into with the licensees or

Settlement System-
Approach
RLDCs and SLDCs will have a key
role in the metering and settlement
system

• RLDCs at the regional level

• SLDCs at the State level

Objective of the settlement system is to

determine

Who bills whom for how much quantum of

power and how much money?
1) Power trading has to be notional
:
buyer to pay the agreed amount
to the supplier for scheduled
quantum of power.

2) Payment for variations from

the schedule through a
common mechanism, e.g. U.I.

customers:

1) SLDC to forward its own drawal schedule

and the drawal/injection schedule of the
embedded customers separately to RLDC
on day ahead basis.

2) Composite UI bill to the State

(SEB/TRANSCO) as is being done now.

Further apportioning/recovery of UI
charges from the various Discoms and
embedded customers in the State -

been selected taking into account

– Accuracy and reliability of

– Minimisation of data collection

efforts arising out of an increase
in number of locations

power as per IEC-687, 1992

• Static, totally tamper proof

• Two standard models-1A and 5A

• Non-volatile memory for ten days

Special Energy Meters
(SEMs) specifications

• Harmonics filtered out and

only
the fundamental energy
recorded.

• Recording in secondary
quantities. CT/CVT ratios to
be applied at control centre.

• Net energy (Wh) exchange in

Special Energy Meters
(SEMs) specifications
• Cumulative Wh transmittal at
each mid-night.

• Average frequency in each 15-

minute time block stores as a
two- digit code.

• Cumulative reactive energy

register for voltage below 97%
Special Energy Meters
(SEMs) specifications
• Cumulative reactive energy
register for voltage above
103%

• High accuracy of internal clock

(one minute per month or
better) with restricted
advance/retard facility.

• VT supply disturbance time

Special Energy Meters
(SEMs) specifications

• No separate auxiliary supply- only

optical coupler for data collection.

• Calibration once in five years at a

test lab (0.05 accuracy class test
equipment or better)

• On-site accuracy check once a

year using portable 0.2S test
equipment

• Monday to Sunday is the weekly accounting period

• SEM readings collected and transferred to RLDCs on

Monday/Tuesday

• Processed data forwarded to RPCs on

Thursday/Friday

• Weekly UI/Reactive account issued by RPCs on
