IMPLEMENTING OPERATIONAL GUIDELINES OF

THE GRP-MILF AGREEMENT ON THE CESSATION OF HOSTILITIES


SIGNED: 14 Nov 1997

ARTICLE II: Actions Exempted from Cessation of Hostilities.

Police and Military actions and administrative/logistics


activities shall continue to be undertaken by the GRP
throughout Mindanao and the entire country. In the pursuit
thereof, confrontational situations between the GRP and
the MILF forces shall be avoided by prior coordination
with the latter. These actions include, but are limited to the
following:

Peacekeeping and police actions such as preventive patrols,


investigations, arrest, searches and seizures undertaken by the
Government against criminality, especially against piracy, robbery,
kidnapping, cattle rustling, murder, and other criminal acts.

Defensive or protective actions of the GRP and MILF to ensure


the security of its forces, facilities, installations, equipment and lines
of communications, and the safety and tranquility of the civil
government and the population.

The AHJAG shall coordinate with the AFP/PNP and MILF/BIAF


to effect the apprehension and arrest of the suspected criminal
elements.
To avoid unnecessary armed confrontations, the displacement
of communities and damage to properties, the Tactical
Operations Center (TOC) of Tactical Command Post (TCP) of
the government operating forces and with the MILF forces
in the area shall work and coordinate closely with the
AHJAG and vice versa.
Except for operations against high priority targets, a list of
which shall be provided by the GPH peace panel to the MILF
panel, the AHJAG shall inform the GRP and the MILF
CCCH at least 24 hours prior to the conduct of the
AFP/PNP operations in order to allow sufficient time for the
evacuation of civilians and to avoid armed confrontation
between the GPH and MILF forces.

GENERAL PRINCIPLES:

PNP units may either operate as a part of a joint AFPPNP force or as single force in the conduct of combat
operations, subject to the following:
1)

When operating jointly with the AFP, tasked PNP units shall be
attached or placed under operational control (OPCON) of the
AFP unit with operational responsibility of the Area of Operation
(AO).

2)

When operating independently as a single force, PNP units shall


take orders from its parent unit, but MUST coordinate with the
nearest tactical unit of the AFP to ensure a coordinated and
focused operations in the particular area. The AFP unit that
has operational responsibility over the AO shall be furnished with
the PNP units Operational Plan and After Operations Report.

COORDINATION
Coordination - Exchange of information to inform and integrate, synchronize,

and de-conflict operations. Coordination is not necessarily a process of gaining


approval but is most often used for mutual exchange of information. (US FM
101-5-1, Operational Terms and Graphics, 30 Sep 1997)
Coordination (1) the act of informing a department or person of a course of

action so that he can either fit his own actions into the proposed course of
action, or take steps to modify the proposed course of action to make it fit into
his own; (2) the function of integrating efforts of Search and Rescue (SAR)
facilities for a concerted and harmonized execution of SAR missions in an
effective and economical manner; (3) an act of organizing, making different
people and agencies work together for a goal or effect to fulfil desired goals in

AFP forces started receiving information regarding


the PNP-SAF Law Enforcement Operation (LEO) at
Mamasapano, Maguindanao:
5:28 AM G3, 6ID received call from S/Supt Dela Rosa of
PNP-SAF operation.

G3, 6ID asked S3, 601Bde if PNP-SAF made coordination


about the Law Enforcement Operation (LEO) at
Mamasapano. The answer was negative.

5:37 AM Chairman, GPH-AHJAG received call from PDir


Napeas that PNP-SAF will conduct operations in
Brgy Pidsandawan targeting Marwan.

Chairman, GPH-AHJAG called PD,PPO-Maguindanao if


he knew of the PNP-SAF operations in his jurisdiction. The
answer was negative. He then called his counterpart,
MILF- AHJAG, but could not be reached. He also called
Commander, 601st Brigade asking if he knew the PNP-SAF
operations which Commander, 601st Brigade replied that
he has no knowledge of the PNP-SAF operations.
Chairman GPH-AHJAG then told Commander, 601st
Brigade if he can assist the PNP-SAF.

5:42 AM PDir Napeas called Chairman, GPH-AHJAG that


they are withdrawing and asked if they could be
provided with assistance.

5:48 AM Commander, 45IB received call from S2, 45IB


about ongoing firefight in Mamasapano.

Commander 45IB directed his staff and unit Commanders


to validate the information and alerted his forces.

6:00 AM Commander, 6ID read at around 6:00 AM the SMS sent by


PDir Napeas on 5:06 AM about the Law Enforcement
Operation (LEO) at vicinity Brgy Tukanalipao,
Mamasapano, Maguindanao. The full text of SMS:
Ed good AM. For your info, on January 25, 2015 at about 0230H, PNPSAF supported by Mag PPO, PRO ARMM shall be conducting LEO and
serve WA against HVTs in Mamasapano, Mag. Troops are underway,
Coordination was also done with CO, 1Mech & 45 IB

6:04 AM Commander, WESTMINCOM received a call from PDDG

Espina, OIC PNP regarding SAF encounter in Maguindanao


needing assistance and support.

ACTIONS TAKEN

Commander, 6ID informed Commander


WESTMINCOM and asked his sub-unit
Commanders if the PNP-SAF operations is
coordinated with them.

Commander, WESTMINCOM instructed


Commander, 6ID to assist the PNP-SAF.

6:05 AM & Commander, WESTMINCOM received two (2) SMS from PDG Commander, WESTMINCOM called PDG Purisima
6:06 AM Purisima requesting if he can call.

6:07 AM Commander, WESTMINCOM called Commander, 6ID and

inquired if he knew anything about the ongoing LEO of the


SAF. Commander, 6ID replied that he was only informed thru
SMS by PDir Napeas sent at about 5:06 AM but read only at
about 6:00 AM.

Commander, WESTMINCOM gave guidance to


Commander, 6ID to provide support to SAF.

6:09 AM Commander, WESTMINCOM called PDG Purisima in


response to his SMS and asked about his concern. PDG
Purisima mentioned about the LEO of the SAF and that he
is requesting support from the AFP units in the area.

6:10 AM PDir Napeas called Commander, WESTMINCOM who


mentioned about their LEO and that his troopers were
already engaged and he was asking for support from the
AFP units in Mamasapano. Commander, WESTMINCOM
informed him that Commander, 6ID was already aware and
was already advised to provide assistance.

6:12 AM Commander, 6ID called Col Del Rosario, Commander, 1st


Mechanized Brigade to check if PNP-SAF coordinated with
him on their operations in Mamasapano.

6:13 AM Commander, 6ID called Commander 45IB if PNP-SAF


Commander, 45IB organized and deployed forces
coordinated with him regarding the conduct of LEO in

Mamasapano. Commander, 45IB replied, no
Timbangan, Shariff Aguak, Maguindanao.
coordination was made on him even when a certain Insp
Santos dropped-by at HQS Bravo Company in Brgy
Nabundas. Further informing Commander, 6ID that local
officials of Mamasapano reported that they heard gun fires
in their area. Commander, 6ID instructed Commander,
45IB to monitor and take appropriate action.

6:18 AM PDIR Napeas forwarded Commander, 6ID with the


following SMS:
FOR CPNP FM DSAF Na engaged SAF troops doon
malapit ilog 2 kms east of Brgy Tukanalipao GC
6798365714, bandang gitna going to target Sir.
Commander, 6ID replied Copy.

6:19 AM Commander, 1st Mechanized Brigade forwarded a copy of


an SMS to Commander, 6ID: Sir I checked my cell with
this text fr Gen Talio abt 520am. - (Gener good AM. Sori
to disturb u at ds early morng. Andito kami Gen Napenas
sa area. For your info, on January 25, 2015 at about 0230,
PNP SAF supported by Mag PPO, PRO ARMM shall be
conducting LEO & serve WA against HVTs in
Mamasapano, Mag. Troops are underway. Coordination is
being made wd DivCmdr, 6ID).
6:30 AM Commander, 1st Mechanized Brigade informed
Commander, 6ID via SMS: Sir, may sporadic fires at
vicinity Brgy Tuka, Mamasapano (abt 7-8 km fr Pob Aguak)
abt 5am kanina as reported by civilians. We checked with
45IB, its not their opn. We checked with PNP Aguak, they
said its PNP SAF (NCR) opn. Commander, 6ID instructed
Commander, 1st Mechanized Brigade: pki check with Mag
PPO kung ano effort nila.

6:33 AM Commander, 6ID instructed Commander, 1st Mechanized


Brigade to be prepared to provide reinforcement.

Commander, 1st Mechanized Brigade replied:


Noted sir. We have alerted units here at Brigade
HQS.

6:39 AM Commander, 601st Brigade directed Commander, 45IB to


mobilize Route Security (RS) from Shariff Aguak to the
vicinity of Brgy Tuka, Mamasapano.

Commander, 45IB deployed one (1) squad as RS


at RMG Brgy Maitumaig and one (1) section at
Brgy Iganagampong.

6:44 AM Commander, 1st Mechanized Brigade received a phone call


from Supt Mangahis of PNP SAF informing that their troops
were engaged in Mamasapano. Commander, 1st
Mechanized Brigade asked on - who authorized them to
conduct operation in that area and if ever, did they seek
clearance from H6ID? Supt Mangahis was silent and did
not answer the query. Commander, 1st Mechanized Brigade
instructed Supt Mangahis to report at the Old Capitol
Compound in Shariff Aguak to give a briefing on the
situation in the area of their operation and location of the
PNP-SAF troops.

6:48 AM Chairman, GPH-AHJAG again called Atty Abdul Dataya of


the MILF-AHJAG but his phone just kept on ringing.
6:50 AM Commander, 1st Mechanized Brigade texted Commander,
6ID Sir, tumawag just now PNP SAF Supt Mangahas, opn
officer nila. May mga wounded daw sa SE2 units in Brgy
Tuka, hindi maka extricate. They need help sa extraction. I
told him to report to Bde Hqs so we can device extraction
plan ASAP sir. Commander, 6ID replied: keep me
posted.
7:27 AM Commander, 6ID called Chairman, GPH-AHJAG if he
talked already with his counterpart. The latter informed that
he called the phone of Atty. Dataya but cannot make
connection.

At around 7:15 am, C/Supt Talio and Supt


Mangahis arrived at Headquarters 1st Mechanized
Brigade and gave briefing on the situation and
location of their engaged troops.
Acting S3, 45IB joined the conference.

7:28 AM

Commander, 1st Mechanized Brigade sent an SMS to


Commander, 6ID: Sir, Supt mangahas updated me sa Opn
nila. Two groups nila were still inside Brgy Tuka engaged in
sporadic fires with lawless as of now. My plan is: 1) move
MechInf (with 8AVs) to control Hiway ng Mamasapano, 2)
insert Mechinf and DRC to augment PNP at SAF extraction
pt and to provide supporting fires sa pinned down SAF, 3)
utilize 105Artillery (if approved by Comdr, 6ID) to disrupt
lawless firing at SAF (pinned down as of now) abt 500m fr
SAF position. Request guidance Sir. -

Commander, 1st Mechanized Brigade taskorganized his troops.


- Commander, 6ID informed Commander 1st
Mechanized Brigade: OK, good ang number 1 and
number 2 plan. But number 3 plan about the
artillery is hold until we have complete details of the
firefight.

7:30 AM MAJ SOL of GPH-CCCH called up Mr. William Hovland,


Started organizing the JCCT.
Chief Operations Officer of the International Monitoring
Team (IMT) to invite the IMT to join the CCCH in forming a
Joint Ceasefire Crisis Team.

7:31 AM Chairman, GPH-AHJAG received a call from Chairman,


MILF-AHJAG. The former asked if the latter could take
action on the situation. Chairman, MILF-AHJAG said he
will call Darapanan.

8:20 AM Deployment of Army Forces by Commander, 1st


Mechanized Brigade.
Combined Army Forces composed of:
One (1) Light Armor Platoon (4 Armor Vehicles)
One (1) Mechanized Section (2 Armor Vehicles)
One (1) Section , 62nd DRC (62DRC)
One (1) EOD Team

Army troops secured Main Supply Route from


Shariff Aguak to Brgy Tukanalipao,
Mamasapano and to provide suppressive fires if
warranted.
Another section of 62nd DRC established and
secured extrication point 300 meters above the
position of combined army forces.
Supt Mangahis rode one (1) of the Armor
Vehicles of 23rd Mechanized Company to guide
the Army reinforcing troops.

9:00 AM JCCT composed of representatives from GPH-CCCH, MILFCCCH, Joint Ceasefire Monitoring Post (JCMP) of Kitango and the
IMT, assembled at the IMT Headquarters in Cotabato City. They
then started to move to Brgy Kuloy, Shariff, Aguak, Maguindanao
to meet with Ustadz Zacaria Guma, Base Commander of 105th
Base Command, BIAF-MILF and Ustadz Wahid Tundok, Base
Commander of the 118th BC, BIAF-MILF.
9:20 AM Troops of 23rd Mechanized Company,14th Mechanized Company
and 62nd DRC tried to link-up with elements of 55th SAC but fail
because there is no contact and communication to them and it was
open field.
9:30 AM Commander, 6ID called Chairman, GPH-CCCH and Chairman,
GPH-AHJAG and invited them to join the meeting with the Battle
Staff.
10:40 AM Combined troops (23Mech Coy, 62DRC, PNP-SAF) while trying to Troops held their ground.
link-up with 55th SAC were fired-upon.

from Hqs 1ID, PA as directed by Commander, WESTMINCOM. - (CASEVAC).
10:54 AM Commander, 6ID forwarded message to PDir Napeas the
message from Chairman, GPH-CCCH: Sir lumagpas na sa
Talayan sila Butcher Malang with our ceasefire committee. Within
30-45 minutes dun na sila sa area Sir. We advised them to
ceasefire

11:00 AM Reconfiguration of forces.

release Operational Control (OPCON) of
62nd DRC and move them from present
location in Brgy Badak, General Salipada K
Pendatun (GSKP) to 1st Mechanized
Brigade in Shariff Aguak.

11:08 AM Commander, 1st Mechanized Brigade sent SMS to Commander 6ID: Sir, latest

location ng pinned down SAF groups with wounded is at GC 68306550 (open area) abt
1.2 km nalng from the Hiway Mamasapano. Nearest SAF team reached 700m already
(frHiway). 62nd DRC with SAF buddy team at 300m (fr Hiway)Sporadic fires can still be
heard from northwest portion of SAF position (200m fr their loc). Progress report to
follow. Commander, 6ID asked: So wala p na evac? Commander, 1st Mechanized
Brigade replied: Negative pa evac as of now. Yun SAF at 700m is still assessing the
open area before they proceed sa pinned down SAF teams.

11:31 AM Commander, 45IB called-up P/Supt Mangaldan regarding their requirements for tactical
support and the latter replied they cannot yet determine their requirements from the
AFP.

11:45 AM The JCCT conducted an emergency dialogue with Ustadz Guma 105th BC

Commander, Wahid Tundok 118th BC Commander, Municipal mayor Ampatuan, JCMP


Kitango members and other officials of Mamasapano in order to facilitate the ceasefire.

12:15 PM Combined Army and SAF troops were fired upon by MILF and BIFF forces located at
their blocking position west of the main road in Brgy Tukanalipao, Mamasapano.

12:42 PM Commander, 1st Mechanized Brigade sent SMS to Commander, 6ID: Sir tumawag si

Maj Sol of GPH-CCCH that Toks Upam of MILF-CCCH and IMT, GPH-CCCH members
(3 vehicles) will proceed to ACP ng SAF at Mamasapano to coordinate ceasefire and
get the wounded SAF in the area. I coordinated everything about their arrival sa ground
commander ng SAF para details ng talks and ceasefire nila with 105BC, MILF who are
surrounding the wounded SAF. Commander, 6ID replied. Ok. Good

12:45 PM Chairman, AHJAG called PDir Napeas and asked if they had already withdrawn from
the area. He reported that they cannot withdraw yet as the SAF troops are still
subjected to heavy fires.

1:10 PM

The JCCT arrived at TCP of 4th SAF Bn at Brgy Tuka, Mamasapano. However, the TCP
was harassed resulting to the disabling of front wheel tires of 3 Simba armored
vehicles.
Chairman, GPH-CCCH and Chairman, GPH-AHJAG joined Commander, 6ID and his
Battle Staff for a meeting.

2:18 PM Commander, 1st Mechanized Brigade sent an SMS to

Commander, 6ID arrived at the 601st Brigade TCP in the old


Maguindanao Provincial Capitol Compound
Total ceasefire in effect.
(Mobilization of civilian volunteers and vehicles for the retrieval of
casualties)

5:15 PM PNP-SAF reported that their main effort is still subjected to


intense volume of fire.

(First time that 6ID and coordinating mechanisms learned that


there is another engaged SAF Group - the 84 th SAC)

and established Tactical Command Post (TCP)


thereat.

DRC and SAF Team were advised by Commander,


1st Mechanized Brigade to relocate.
Commander, 601st Brigade established TCP at
Provincial Capitol Maguindanao and conducted
briefing on the concept of rescue operations.

Met Officers at TCP


Commander, 45IB organized and briefed troops for
retrieval of casualties.
GPH-CCCH informed MILF-CCCH about the issue.
MILF-CCCH responded that the MILF forces has
already pulled-out and that the 84th SAC is in BIFF
controlled area.

rescue/extrication operations.

Combined elements of Bravo Company 45IB, 62DRC, 61DRC and


one (1) section of 46th SAC crossed line of departure to augment 45th
SAC .
Joint elements of 61DRC and a platoon of PNP-SAF proceeded to
link-up with 84th SAC (Seaborne) in the encounter site at Brgy Tuka.

5:35 PM PDir Napeas requested for artillery


fires.

6ID delivered three (3) artillery rounds of white phosphorous as


marking and reference. High Explosive (HE) rounds were not
delivered due to danger close as advised by Fire Support Officer.
While delivering fires the joint Army and PNP elements are moving
into the position to rescue the 84th SAC.
Joint CCCH, IMT and LGU-Mamasapano extricated five (5) cadavers
form 55th SAC.

7:30 PM
Rescue/extrication of Engaged PNPSAF Personnel.
11:30 PM

Combined forces of AFP and PNP linked-up and rescued 84th SAC
(Seaborne). Rescued seventeen (17) unharmed members of 84th SAC,
eight (8) KIA and eleven (11) WIA with their equipment intact.

IMT and LGU-Mamasapano.
One (1) KIA 55th SAC was again recovered by the Joint CCCH, IMT and
LGU- Mamasapano.
One (1) survivor of 55th SAC was rescued by Bravo Company, 45IB.

2:10 PM

Total 43 KIA recovered were brought to HQS 6ID while WIA were taken
to nearby hospitals.

2:36 PM

All PNP-SAF Forces pulled-out from the area.

Conclusion of Operations.

One (1) PNP-SAF wounded expired at
