1. Channel Element concept


The "channel Element" is the minimum base band
resource to support a UMTS (3G) service.

The current resource ULCE and DLCE configuration can be
downloaded from the M2000 using the following commands:
a) With the option performance and query result using the

installed in the nodeB.

CRITERIA FOR INCREASE CE LICENSES


Criteria for increase.
Three consecutive days with (Occupancy > 70%) Or (Congestion > 0.2%).
Once the criteria is met (any of the two conditions), then apply the following formula in order
to increase number of licenses in steps of 16, setting the node to an occupancy of 40% using
the current occupancy and current number of licenses.

Where:
#_Current_CE =Current number of Channel elements
%_Occupancy=Percentage of occupation corresponding of days calculated.
ROUND_UP_MULT_16= Is the meaning of round in multiples of 16.

This criteria must to be used for UL and DL


Uplink and Downlink must to be handled separately.

The way to calculate the OCCUPANCY and CONGESTION by War-Room is


described in following slides.

CRITERIA FOR DECREASE CE LICENSES


Criteria for decrease.
Three consecutive weeks with (Occupancy < 20%) AND (Congestion = 0%) AND
(Current number of CE_UL > 128) For calculation in uplink or
(Current number of CE_DL > 64) For calculation in downlink.
Once the criteria is met (the three conditions), then apply the following formula in order to decrease
number of licenses in steps of 16, setting the node to an occupancy of 50% using the current occupancy
and current number of licenses.
