The East Timor Institute of Health Sciences (IHS) is a
public institution devoted to the training of nurses and
other health professionals who shall play a fundamental
role in the development of workforce capacity building
policies guideling under Ministry of Health Timor-Leste.
Vision: IHS aimed to be an international standard
institution by 2020
Mission: Develop and provide Ministry of Health and the
Ministry of Education and Culture of East Timor, and
proved D I and D III to students with completed highschool
including health professional basic education is working in
the Government and patners.

According to the legislation, the IHS is responsible for the
following attributions:
 - Supporting the Ministry of Health in the drafting of the
education policy and training in the area of health;
 - Coordinating and executing non-university education and
vocational training in the area of health needs;
 - Organising and administering courses in the area of health
both at non-university level and secondary professional
development level included in the national education system,
 - Organising and administering vocational training courses in
the area of health, specialisation, extension and improvement;
 - Giving equivalences of health related courses administered by
foreign entities to courses of their level of competence;
 - Reporting, whenever requested, on the registration processes
of health professionals;
 - Awarding study grants to its students and exemption of fees;

• Midwifery (1 year up date plus 2 year to complete Diploma III)

# 2 students 1 pharmacy and 1 laboaratory received a scholarship for
3 months study at University in Portugal, returned to Timor- Leste
2008, last year working in Ermera and Liquisa.

Chalenge for this year...
IHS will start the implementation of Diploma III curricula for
Nursing and Midwifery
 22 midwifes with D I update to Diploma III
 37 nurses with basic degree on public civil servant
 42 candidates from the high school entering the D III Nursing
 19 candidates will enter for Pharmacy D I at the high school.
* The total number to start implementation 120 person.
All the team is working hard to prepare internal regulations,
departments, and council members.

The registration of the candidates already started with sucess


(120 students will be selected) base on the work plan IHS.

Working to the future...
 Improving the quality of the training with qualified teachers with minimal qualifications of
licenciature / Master (national resources) and master / PhD (international resources) –
twining arrangements and the negociation from Would Bank on going.

 Development of IHS Human Resourses: scholarships for teachers and staff to the
identified key areas - Teachers. The group of teachers must be strengthened through
agreements signed with other International Universities, which correspond to the
objectives and vision that IHS adopted. These agreements must have into consideration
the various fundamental aspects: IHS group of teachers need to develop its knowledge
to evolve to other academic levels. Therefore, the protocols done with the Universities
must have into account training and academic progress of IHS teachers and
strengthening the IHS group of teachers. This will allow the Institute to be safeguarded
and is able to implement the requested activities normally and according to the highest
scientific criteria. It must be defined a teachers group necessary to ensure the normal
activity of IHS and this number should be always constant. The investment in teacher
training must be accompanied with the necessary replacement of that teacher;

 Scholarships for students in the twining universities

 Organize the 1st Scientific Congress of the Health Sciences in Timor-Leste,
under the responsibility of IHS (in December 2008)

 Launch IHS scientific newsletter, the first scientific newsletter of the Health
Sciences in Timor-Leste (in December 2008)

 Implement a Research Area in the IHS with scientific production

 Create a Library that would be a reference in Health Sciences in East – Timor,


open to all the health professionals

 Prepare the IHS structure to achieve better quality, in the finance, administrative,
logistic, secretarial areas, and with the creation of new departments and council
members to complit the struture and guaranted sustentability programs.
 Prepare new laboratory and equipment in academic 2009/2010 work plan
submete to Ministry of Health and Ministry of Finance to aproved budget request.
 Academnic year the plan for student total 200 people diveded for priority needs.

 Create the website of the IHS, after first congress health science desember 2008.

Bilateral collaboration
Portugal: 3 year project (1.10.2007 – 1.10.2010)
sponsored by Calouste Gulbenkian Foundation and
Portuguese Cooperation (IPAD) with the support of 2
schools - Portuguese Red Cross Health College and
Lisbon Health Technology College (614.623 EUR is
expected for the 3 years )
Technical Assistance in the IHS to give all the
support that is needed in scientific, academic,
administrative, library, and others areas;

Budget to buy books for reinforcing the library assets;
Budget to buy adequate laboratory materials;
Scholarships for teachers and staff (3 for 3 months/year)
and students (2 for 3 months/year)
Portuguese missions in the IHS for training and support for 2
months/year
Support on the creation of the web site
Support to launch the IHS magazine
Support to organize the Scientific Event of the IHS
Implementation of the midwifery curricula: responsibility of
the 3 modules of the 8 modules that constitute the curricula
with Masters and PhD qualifications in the specific areas

What do we need …
 Qualified staff for administrative, finance, logistic, library, IT and other departments support

 More scientific books for varies languages, Portuguese, Spanish, English also Indonesian
books;

 LABORATORY - this is one of the highest priorities of the IHS – a proper lab equipped with
the neccessary materials, and more room for education in laboratory system at IHS.

 Scholarships for teachers and staff to improve the academic qualty and guaranted
qualification standards in future.

 International teachers with high academic and clinical qualifications to give the right support
to the IHS in its first experience of D III implementation, and sustainable progress.
