HISTORICAL BACKGROUND
Even before the Spaniards came into
these Islands, the idea of private ownership
of land was not prevalent. Anymore than
the government had made any serious
effort to put more teeth in strengthening
the tenurial rights of tenants to their
landholdings. While some areas in Pampanga
were privately owned by a large, land was
commonly owned by the community or
barangay. It was the main source of wealth
and was cultivated communally or
individually by members of the barangay.

When the Spaniards came in1521,


common ownership of land slowly
took the backseat, and private
property became dominant. From 1571
to 1610, Spanish colonizers purchased
communal lands through the barangay
headmen who represented the natives.
