What is PCRF and why we need it?
PCRF Policy and Charging Rule function part of the new Policy and Charging Control (PCC) architecture (see 3GPP 23203 for more details)

Policy and Charging Control functionality encompasses two main functions:


- Flow Based Charging, including charging control and online credit control;
- Policy control (e.g. gating control, QoS control, QoS signalling, etc.).

PCC will provide customers a clear overview about their data bundle usage via various methods, including SMS notification, Web-portal and etc;
(PCRF is only part of the architecture, more elements are required for this)

PCC will provide customers with flexible and various choices based on different features or personal usage status, such as introducing day-card,
roaming bundle, above bundle up-selling

PCC will increase profitability of the mobile data traffic through aligning data traffic and revenue generation; for example:
- trigger heavy data users to upgrade their mobile data subscription to a larger bundle size and/ or throughput.
- downgrade ("pinch") the QoS for users who have used up their monthly credit...

Inbound roaming, i.e. foreign subscribers on the KPN network.

Service Migration
Service migration from the URN module towards the GFM module
gradually:
Several Feature Prove Proposition(s)/TAs will be activated for the GFM module,
which result in the traffic migration from the URN module towards the GFM
module. In the end of this project, all the traffic from URN module should be
migrated to the GFM module. As long as the URN module is no longer used, it
will be adapted to the GFM modules.

For PoCo Drop 1 project, the EURoaming module will stay and GFM
module will not replace the function of the EURoaming module

Service Migration
Enabling Gx (PCRF) on the GGSN ASDTPG3, RTWAPG3 and AHPTPG1
for APN pcrf.portalmmm.nl (APN portalmmm.nl postpaid)
Postpaid subscriber will use the user profile selected by PCRF instead
of the GGSN.
Number of users using the complete service (including GFM) are 20 test
subscribers. (The support expected is unclear)
All other postpaid subscribers will use the default profile URN selected
by the PCFR node

Roaming changes on IR21 document. There is a document available how to do
this on the PCRF node.
