FIXED PRICE CONTRACTS

A firm-fixed-price contract provides for a


price that is not subject to any adjustment
on the basis of the contractor’s cost
experience in performing the contract.
This contract type places upon the
contractor maximum risk and full
responsibility for all costs and
resulting profit or loss.
COST REIMBURSEMENT CONTRACT

Cost-reimbursement types of contracts


provide for payment of allowable incurred
costs, to the extent prescribed in the
contract. These contracts establish an
estimate of total cost for the purpose of
obligating funds and establishing a ceiling
that the contractor may not exceed
(except at its own risk) without the
approval of the contracting officer.
INCENTIVE CONTRACT

Contracts as described in this subpart are


appropriate when a firm-fixed-price
contract is not appropriate and the
required supplies or services can be
acquired at lower costs and, in certain
instances, with improved delivery or
technical performance, by relating the
amount of profit or fee payable under the
contract to the contractor’s performance.
INDEFINITE DELIVERY CONTRACTS

“Delivery order contract” means a contract for supplies


and or services that does not procure or specify a firm
quantity of supplies and or services (other than a
minimum or maximum quantity) and that provides for the
issuance of orders for the delivery of supplies and/or
services during the period of the contract. This is also
known as an “IDIQ” type of contract.
“Task order contract” means a contract for services that
does not procure or specify a firm quantity of services
(other than a minimum or maximum quantity) and that
provides for the issuance of orders for the performance
of tasks during the period of the contract.
TIME and MATERIAL CONTRACT

Provides for acquiring supplies or services


on the basis of— Direct labor hours at
specified fixed hourly rates that include
wages, overhead, general and
administrative expenses, and profit; and
Materials at cost, including, if appropriate,
material handling costs as part of material
costs
LABOR HOUR CONTRACT

A variation of the time-and-materials


contract, differing only in that materials are
not supplied by the contractor
LETTER CONTRACT

A written preliminary contractual


instrument that authorizes the contractor
to begin immediately manufacturing
supplies or performing services
AGREEMENTS

A written instrument of understanding,


negotiated between an agency or contracting
activity and a contractor that (1) contains
contract clauses applying to future contracts
between the parties during its term and
(2) contemplates separate future contracts that
will incorporate by reference or attachment the
required and applicable clauses agreed upon in
the basic agreement.
A basic agreement is not a contract

HOW DO I PREPARE A BID PROPOSAL

Read, read, and read some more until


you believe you understand completely
the contents of the request for proposal.
Pay close attention to sections:
C – Statement of Work (SOW)
L – Instructions to Offerors
M – Evaluation Factors
CONTRACT AWARD

If your proposal is accepted the contracting


officer will notify you via phone, fax, email
or postal mail.
