1. Introduction
Background Expanding

the use of LNG

LNG is a regularly supplied, globally traded,


and relatively clean fossil fuel.
Expanding the use of LNG is a strategy for
addressing the requirements embodied in
the Kyoto Protocol for many APEC Member
Economies.
The APEC Energy Security Initiative,
recommendations endorsed at the 5th
Meeting of the APEC Energy Ministers on 23
July 2002, recognized natural gas as an
important non-petroleum means to fill

In the Sixth Meeting of APEC Energy Ministers on
10 June 2004, the Ministers declared that the
regions move towards a more diverse energy mix
includes a growing demand for natural gas,
through cross-border pipelines and Liquefied
Natural Gas (LNG)
The Best Practice Principles of Facilitating the
Development of LNG Trade in the APEC Region
includes a section on public education about LNG.
The recommendation of APEC LNG Workshop (held
in Chinese Taipei) in March 2005 indicates LNG
public information and education as one of the
topics for future workshops and APEC Gas Forum
(APGAS).

Background Initiative Submission


Obstacles to the development of LNG caused
by either lack of understanding or
misunderstanding.
The LNG Public Education and
Communication Information Sharing Initiative
was initially circulated to APEC Member
Economies in August 2005 and was endorsed
at the 30th Energy Working Group meeting
(EWG30) in Ulsan, Korea.
APEC energy ministers in their joint statement
for the 7th meeting (EMM7) in Gyeongju,
Korea encouraged Member Economies to
implement the Initiative.

Objectives
The purpose of this Initiative is to establish
a mechanism for APEC Member Economies
to share information on public education
and communication in relation to LNG
infrastructure.

Improve public understanding of the
benefits and safety of LNG.
Gain insights to successful communication
with the public on LNG projects.
Increase the probability of successful LNG
projects.
Shorten completion time of LNG projects
Smooth the operation and maintenance of

Develop a classification scheme on LNG
public education and communication for use
as the framework for organizing the
information in the website.
2. Collect and Classify Literature on LNG Risks
and Other Public Concerns
Collect and classify existing reports and
documents on public perceptions concerning
LNG safety and security risks from the open
literature.

3. Proceed to Case Studies and Integration
Develop case studies documenting the
experiences of major oil and gas companies
in APEC Member Economies, particularly
with respect to the process of constructing
and operating an LNG receiving station,
focusing on the public education and
communication aspect
Integrate the case studies on LNG public
education and communication in relation to
LNG related construction, provided by
interested Member Economies.

4. Set up Internet Website
Establish a website and post the information
collected in the above according to the
classification scheme developed in Task 1. The
website will be open to public viewing and a
mechanism will be established to enable
Member Economies to review and analyze
related topics.
5. Conduct workshop(s)
Organize workshops on LNG public education
and communication, and related topics. This
would allow wider communication of the issues
and experience sharing.

Task 2: Collect and Classify Literature on LNG Risks
and Other Public Concerns
Collect and classify relevant literature in
accordance with the scheme developed in Task 1
to avoid NIMBY effect.
Post literature on website established for this
Initiative.
Task 3: Proceed to Case Studies and Integration
Expect APEC Member Economies that have built
LNG production, loading, transporting, receiving,
and conversion facilities to document their
respective cases, experiences, and lessons in
detail.
Envision each interested Member Economy would
volunteer to provide at least one case study for
2006 so that the information can be incorporated
into the Initiatives website and be presented to
the LNG workshop being planned.

Task 5: Conduct Workshop(s)
Hold at least one workshop on subject areas
related to the LNG Public Communication
Initiative each year within the implementation
period in venues located in APEC Member
Economies.
For 2006, coordination is being given to working
with the Expert Group on Clean Fossil Energy
(EGCFE) on holding a workshop in conjunction
with the 31st EWG meeting in May in Singapore
and/or in association with the completion of one
EWG project study.
Envision EGCFE will work with Chinese Taipei to
submit a project proposal to obtain APEC funds
for supporting interested Member Economies to
hold LNG public communication workshops in
2007 and possibly 2008.

Reasons for public opposition to LNG projects.
How to approach public perception issues.

Respective roles of Member Economies, industry, independent agencies and
experts in the field of public information and education.
Targets for public information and education: interest groups, local and
regional government, universities, NGOs, and international agencies.
Identification and communication of the benefits of LNG projects
