Short feature description


The feature enables the mobility for HSUPA capable UE when E-DCH
channel is allocated to UE.
Intra-frequency mobility provides soft and softer handovers for the UE.
Inter-frequency and inter-system mobility is provided via DCH, just like
for HSDPA.
Serving cell for E-DCH user is selected according to HS-DSCH serving
cell selection algorithm.
DCH -> E-DCH channel type switch is done when E-DCH usage changes
possible during NRT RAB allocation.
E-DCH -> DCH channel type switch is done when E-DCH usage cannot
be continued for some reason.

Operator benefits
This feature enables full mobility for the HSUPA users and widens the
coverage area of a given bit rate. The gain is significant especially with
high bit rates. SHO gain for E-DCH is similar in magnitude to traditional
R'99 DCH SHO.

1. E-DCH active set


E-DCH active set is subset of DCH active set.
Maximum number of cells in E-DCH active set is 3 (like for DCH).
When building or updating active sets, a cells can be left out from EDCH active set but is added to DCH active set for the following
reasons:
HSUPA is not enabled for the cell (parameter HSUPAEnabled).
A cell is under DRNC. Soft handover over Iur is not supported.
A cell cannot be added to E-DCH active set because maximum number of
E-DCH users is reached in the cell or BTS specific local cell group.
A cell cannot be added to E-DCH active set because no free E-DCH
resources in BTS specific local cell group.
A cell cannot be added for some other reason (i.e. signaling problems).

1. E-DCH active set


In softer handover E-DCH and DCH active sets have to be identical.
In soft handover E-DCH and DCH active sets can be different which
enables adding cell to DCH active set even if it has any previously
mentioned limitation.
The cell shall be added to E-DCH active set later if possible by using
internal retry timer.

It is possible that the active set contains both softer and soft HO
The E-DCH active set must be identical to DCH active set within one BTS
(softer HO)

2. Soft and softer handovers


Intra BTS intra RNC softer handover is supported
Inter BTS intra RNC soft handover is supported
In inter BTS inter RNC soft handover E-DCH will not be configured to a soft
handover branch under the drift RNC.
In BTS all cells have to support E-DCH
E-DCH active set and DCH active set have to be identical in softer handover.

When E-DCH is allocated, new HSPA specific handover measurement parameter


set is used in intra-frequency measurement control (FMCS) (HSPAFmcsIdentifier).
This enables to define different soft handover area when E-DCH is allocated.
Other used handover measurement parameter sets are HSDPA specifics
FMCI (inter-frequency measurement control)
FMCG (inter-system measurement control)
HOPS (intra-frequency handover path)

3. E-DCH serving cell change and selection


E-DCH serving cell is always the same as HS-DSCH serving cell.
HS-DSCH serving cell change and HS-DSCH serving cell selection
algorithms are not changed due to HSUPA.
It is more critical for HSDPA than for HSUPA that the serving cell is the best
cell as HSDPA does not have soft handover like in HSUPA.

When DCH/HS-DSCH channel type selection is started, it triggers also
DCH/E-DCH channel type selection.
If HS-DSCH allocation succeeds also E-DCH may be allocated

4.3.2 HS-DSCH serving cell change


When HS-DSCH serving cell change is triggered for some
reason, it is checked if DCH <-> E-DCH channel type
switch is needed.

E-DCH cannot be selected earlier because E-DCH active set was not acceptable.
E-DCH active set changes to acceptable if non-serving cell which not in E-DCH
active set (but is in DCH active set) becomes weak enough or is removed from
active set. It triggers DCH -> E-DCH channel type switch.
Weak enough is defined relative to serving HS-DSCH cell.
Parameter EDCHAddEcNoOffset defines the threshold.

4.4.2 E-DCH active set changes to

4.5.1 EDCHCTSwitchGuardTimer expires


Channel type switch from DCH to E-DCH is triggered when
EDCHCTSwitchGuardTimer expires.
Channel type switch is triggered to enable UE get back to E-DCH if
possible after guard period.

The timer is set if E-DCH cannot be selected because there was not capacity
available. i.e maximum number of E-DCH users reached in the cell. (INTERVAL
= min (10 seconds, NUMBER_OF FAILS * 2 seconds))

When the timer expires, RNC tries DCH -> E-DCH channel type switch.
Note that, if E-DCH active set is acceptable without the cell where E-DCH
allocation failed, the E-DCH can be allocated.

4.5.3 BTS initiated E-DCH -> DCH channel type


switch
In some situations BTS may need to get some E-DCH resource released
to be able to allocate HW resources reasonable effectively.
BTS sends a Radio Link Failure message with cause code UL Radio
Resources Not Available to RNC
RNC shall change the channel type from E-DCH to DCH.
RNC shall set DCH -> E-DCH channel type switching retry timer to get
user back to E-DCH

4.6 Channel type switching execution


In DCH -> E-DCH channel type switch the same checking's as in initial
channel type selection is done to see if E-DCH can be allocated.
Simultaneous procedures are applied.
i.e. if serving HS-DSCH cell change shall trigger DCH -> E-DCH channel
type switch, the procedures are run simultaneously.

EDCHCTSwitchGuardTimer :
Timer is set when E-DCH to DCH channel type switch is done.
BTS initiated E-DCH -> DCH channel type switch is exception (timer is not set).

When timer is running, DCH to E-DCH channel type switch shall not be
triggered.
When timer expires, it shall be handled as trigger for DCH to E-DCH
channel type switch.

5. Hard handover and SRNC relocation


If compressed mode is decided to start for IFHO or ISHO measurement,
the channel type is switched from E-DCH to DCH.
IFHO and ISHO triggers used for HSDPA causes compressed mode start.
HSUPA does not change or bring any new IFHO or ISHO triggers.
If SRNC relocation is decided to do, the channel type is switched from
E-DCH to DCH.

Interaction with other features


HSDPA Serving Cell Change feature selects also E-DCH serving cell.
HSDPA Dynamic resource allocation includes direct DCH <-> HS-DSCH
channel type switching which is a trigger for DCH <-> E-DCH channel
type switch.
For HSUPA capable terminals the service and load based handovers are
not done.
For load based handover and directed RRC connection setup the HSUPA
load is excluded.
Average PrxNonEDPCH measurement is used instead PrxTotal
measurement.
PrxTargetPSMax parameter is used instead PrxTarget parameter.
