button and the window cover together,
run a piece of wire through the hole in
the window cover and the corresponding

together firmly by twisting the ends of
the wire together tightly a few times.

Run a thread through the holes of the
button and the window cover and tie up
its ends tightly with multiple knots close
to the button. Affix your seal on the loose
ends of the thread as near the knots as
practicable after placing a piece of thick
strong paper below them so that the
knots cannot be undone by breaking the
seal. The box is now ready for dispatch to
the Returning Officer.
