COSTS
Every specified CONSTRAINT has an associated

Cost

(alias Penalty) incurred for violation of that constraint.

Concepts of ILSA
Evaluates the cost of a particular frequency plan.
Tries to minimise the cost of the whole plan by

experimentally modifying the frequency allocation.

Initially concentrates on high cost areas.


Makes rapid improvements to plan in early stages, but tries
radical random changes when progress is slower.

Concepts of ILSA
Cost is incurred from two sources: Carrier Separation Constraints are set up, and if the frequency
plan violates any of these, a user-specified Cost will be incurred.

The Interference Table can also be an input to the plan.


The Cost of any frequency allocation will incorporate the area (km2)
and/or traffic (mE) affected by interference.
Costs should be weighted against each other in order to represent their
comparable importance.
ILSA will always try to reduce the overall amalgamated cost.

Limitations of ILSA

Always produces (i.e. suggests) a Frequency Allocation

Unrealistic constraints Unrealistic frequency plan

If frequency allocation is unworkable:

to the Site Database, the plan can be analysed in a

Worst Connection Array & Statistics


gives the total level of interference on the
worst connection within the pixel

Average Connection Array/Stats.


averages the total level of interference
across all serving connections at the pixel

Worst Interferer Array/Stats.


gives the individual worst interferer at the
