Skill Development An urgent National Priority

As second most populous country India has a significant

Demographic Dividend
By 2021, almost 49.9% of Indias population will be less than
30 years.
Indias working population (15-60 years) will be expanding
while in most of the developed countries and also in some
developing ones it will be contracting.
Indias workforce will surpass that of China by 2040 an aging
world requires workers; India may be in a position to provide
them.

Skilling is the key to reap the Demographic Dividend but


within a limited time frame. India can convert vicious cycle of
poverty and population into a virtuous cycle of growth with
meaningful employment to its young population by it.

Proper skilling will ensure

acceleration of growth, increase in levels of income and


employment.
will make India a global source for skilled workforce.
Lack of proper Skilling within the definite time frame will lead
to:- withering away of Demographic Dividend in a decade or so
- huge chunk of young population without adequate skills for
gainful employment
-leading to a conflict situation in all spheres socio-economic
and political increase in Left Wing Extremism (LWE) and other
disruptive forces.

Skill Development An urgent need for Minority


Communities

Minority Communities comprise almost 18.20% of the countrys

population of the country and have wide and diverse needs for skill
development and training.
Within Minority Communities, Muslim community require an urgent
and focused attention in the area of skill development majority of
them are engaged in livelihoods based upon traditional skills, trades
and other crafts having low productivity, low income.
Need for their skilling/education is significantly higher than rest of the
population. Large number of them are not able to complete even
secondary level education and hence require Skill Training even
earlier (Sachar Committee).
Due to process of Economic Liberalization, large numbers have been
displaced from their traditional occupations they require innovative
re-skilling and up-gradation of the Skills as Rehabilitation Package.
Best strategy for their Inclusion in socio-economic mainstream of the
nation is through Skilling and Skill Up-gradation.

Role of MOMA.

Ministry of Minority Affairs has taken some major initiatives for

promoting Skill Development amongst Minority Communities


directly through selection of reputed NGOs for imparting Skill
Training in various trades focus is on providing employment to the
trainees through the Training Partners under Seekho Kamao
Scheme- (No. of candidates 3,720 report up to May 2014) new
schemes have also been framed like USTTAD, Hamari Dharohar
etc.
Skill Development needs of Minority Communities are huge in
numbers (in several crores) and varied in requirements MOMA
has shortage of human resources in general and of experts in
particular to upscale the Skilling Projects, at All India level and also
to effectively supervise and monitor them. It requires a specialized
organization/agency of its own with an all India reach, to cater to
this gigantic and time bound task.

Skill Development for Minority Communities Role of


NMDFC
The Corporation has overwhelmingly focused on disbursement of
concessional credits to its target groups, as defined on the basis
of income criteria.
Although the mandate of NMDFC also includes;
- To promote self employment and other ventures for the benefit
of Minorities,
- To assist in the up-gradation of the technical and
entrepreneurial skills of Minorities for proper and efficient
management of production units.
But the Corporation has not been able to develop any
substructure/department/ field setup for devising strategies and
programmes to achieve the above mandate.
Its earlier programmes of vocational education and training and
women empowerment could not continue as they did not achieve
any significant results.

Rationale for setting up of Maulana Azad National Academy for


Skills (MANAS)
Large sections of Muslim workers are engaged in self-employment
therefore Skill Development and Credit related initiatives need to be
tailor-made for them (Sachar Committee Report page 108).
Improvement in employment conditions of Muslims would involve a
sharper focus on Skill Development and flow of credit in sectors where
they are concentrated. (Sachar Committee Report page 108).
The Corporation needs to transform its structure as well as its
functioning in order to
promote Skill Development for Minority
Communities and thereby also contribute to the task of nation building
by re-aligning its cheap credit disbursement policy with
promotion of self-employment/ wage employment through Skill
Development.
MANAS a specialized organisational structure - needed to
achieve the above goal - NMDFC will become an instrument for Inclusion
of Minority Communities in the socio-economic mainstream of the country
and achieve the motto of :DSB 24/09/2014

Vision

MANAS would be a Center of Excellence to promote required


Skill Training, Trainers Training, revive dying arts and crafts,
and link skilled personnel to credit with special focus on
persons belonging to Minorities, leading to creation of
self / wage employment.

MANAS would develop a collaborative network, based on
private public partnership model, with agencies (like NSDC)
having expertise in curriculum development, training,
certification and placement.

Vertical I

MANAS
: Skill Development Programme

To be implemented in collaborative mode primarily with NSDC

and its partners, and with Government, Semi Government agencies,


and other reputed large scale private agencies, working in this field.
Initially, the curriculum to be adopted from 26 Sector Skill Councils
and other knowledge partners, having curriculum in consonance with
National Occupational Standards (NOS)/ National Vocational
Education Qualification Framework (NVEQF). Also to be developed
by MANAS in collaboration with the actual employers of the skilled
labour force, as per their requirement to ensure placements.
The training facilities and infrastructure would be provided as per the
norms, by NSDC partners and other large scale professional training
providers, who would collaborate with MANAS for skills training.
Certification jointly by MANAS with Sector Skill Councils, and by and
other Industry accepted accreditation & certification bodies / leading
players, in their respective sectors, to ensure competence and
quality assurance of the training given.

Placement for wage-employment would be ensured through
NSDC partners / training partners of MANAS.
Self employment to be ensured by the training partners with
NMDFC loans through MANAS. The training partners of MANAS
and MANAS itself will become a Channelizing Agency of
NMDFC for this purpose - to establish link in between
disbursement of credit and self-employment generation
through Skill Development/Skill up-gradation.
Overseas placement through the Ministry of Overseas

India Affairs and placement within the country through


other Government Departments/Agencies.
Monitoring, supervision & tracking of the candidates would be

undertaken by MANAS / training partners etc. MANAS will use


data center of NMDFC.

Vertical I : Salient Features
Provide a framework with All India coverage (through
NSDC partners and other leading training agencies) and
also linkage with leading international organizations for the
purpose of training / funding /placement.
Provide a wide range of Skill based Courses, of
different durations/ levels, required to fill the estimated
skill gaps in different parts of the country in near future.
Provide a sustainable and scalable model, with great
flexibility, under which Skill training can be funded with
public funds (from various Ministries/Departments and
Govt. Organizations), private funds (CSR contributions) and
if required, partly by the trainees themselves, depending
upon the nature of the training programme.

Vertical II Training of Trainers (TOT)

MANAS

To develop standardized curriculum and required training


infrastructure for Training of the Trainers with the help of the
training partners in the following fields:

1.TOT for traditional trades/crafts/skills of the Minority Communities

with emphasis upon those which are getting phased out.


Their identification in different parts of the country cluster wise /
trade wise
Setting up of CHAIRS for Process and Product Documentation,
in order to preserve their oral traditions of training and formalize
them into a standardized curriculum to be used for the Training of
the Trainers.
Use trade-wise, cluster-based approach (Like Weavers Service
Center, Banaras, Sozni in J&K etc.) to provide training to local youth
by these Master Trainers using the network of MANAS along with the
credit facilities of NMDFC for it.
MANAS will facilitate standardization of the product, its branding
and its marketing through its third vertical of developmental
activity.

TOT for imparting Skills training in various skill sets, required to


meet the estimated skill gaps locally.

Based upon Skill Gap Surveys for different regions, the

demand for skill sets in near future, in a particular area can be


identified.
MANAS will create training facilities and the required
curriculum for the Master Trainers in the identified skill
sets, through its training partners, for training of Master
Trainers for these skills.
Provide necessary credit facilities and other infrastructure
support to the Master Trainers for providing training at
local level to ensure absorption of trainees locally and thereby
prevent migration of labour due to pull factors.

Vertical III Developmental & Administrative activities
Conduct Research studies: MANAS in collaboration with NSDC

and various other Organizations, working in the field of Skill


Development, will conduct studies for identifying estimated
skill gaps region-wise and trade-wise in different parts of
the country.
Expand its training network based upon collaborations to
cover all parts of the country, across the entire spectrum of skills
likely to be in demand in near future at local, national &
international levels.
Provide assistance in product and process development,
standardization, branding of the products and market
support with the help of credit to be provided by NMDFC and its
other SCAs.
Engage in capacity building/training of
its own staff
members/personnel/employees to develop standard operating
procedures and collaborative network required by MANAS.

Funding

MANAS

A budget provision of Rs. Six Crore has been

made by NMDFC for current financial year for


operationalizing MANAS by developing the
infrastructure & training facilities.
Since MANAS would be a specialized vehicle for
implementation
of
all
skill
development
programmes for the Minority Communities, it is
expected to receive funds from the following :
a) Ministry of Minority Affairs Seekho aur
Kamao Scheme, USTTAD, Hamari Dharohar, Nai
Taleem
and
other
skill
development
programmes under the Ministry.

Road Ahead

MANAS

To begin with, it would operate from the premises of MAEF,

for skills training for security guards, house keeping, front


office & book keeping, for 100 girls belonging to Minority
Community (Tentative date first week of October 2014).
5-6 vacant rooms in its office premises to be used as

office/classrooms for conducting practical training/library


etc.
Opening of branch of MANAS in Bhopal for providing training

for security guards, drivers and for house keeping, on


identified Wakf Property.
