1. INTRODUCTION

The district is named after Mir Jaffar Khan Jamali, a Muslim


League veteran and a close friend of QuaideAzam.
Before the creation of Jaffarabad District, during the OneUnit
period, this district was known as subdivision Jhatpat and was a
part of Jacobabad district of Sindh province.
Jhatpat was raised to subdivision level on 12 January 1932 with
Captain Hoc Bland as the first Assistant Commissioner.
On the dissolution of OneUnit in 1970 it was included in Sibi
district and remained within the jurisdiction of Sibi district till
January 1975.

In 1975, when Naseerabad district came into existence, Jhatpat


was included in Naseerabad district.
The district was merged in 2000 with district Naseerabad and
was later restored as a separate district in 2002.
The Usta Mohammad subdivision was a part of Sindh up to very
recent years. Usta Mohammad is named after Maulvi Usta
Mohammad.
Jaffarabad lies in the South-East of the province of Balochistan.
District Jaffarabad is situated on the boarder of Sind- Balochistan
provinces.

It is bounded in the north by Naseerabad district, in the east by


Dera Bugti district, in the south by the Qambar-Shahdadkot and
Jacobabad districts of Sindh and in the west by Jhal Magsi district.
Its headquarter city is Dera Allah Yar.
Presently the population is 0.57 million (estimated for 2008), and a
population density is 177 persons per sq. km.
The combination of a relatively small size (second smallest), with a
relatively big population (fourth biggest) makes Jaffarabad the most
densely populated district in Balochistan, after the capital Quetta.

2. ADMINISTRATION OF THE DISTRICT

District Jaffarabad is the part of Naseerabad Division headed by


Commissioner Naseerabad Division at Naseerabad.
Administratively, the District is divided in three Tehsils.
1. Jhatpat
2. Usta Muhammad
3. Gandakha

The Deputy Commissioner at Dera Allah Yar looks after the


affairs of the District Jaffarabad.
He is assisted by Additional Deputy Commissioner (Revenue)
and Additional Deputy Commissioner (General).

Assistant Commissioner Jhatpat looks after Tehsil Jhatpat at Tehsil level,


whereas rest of the tehsils are looked after by Assistant Commissioner,
Usta Muhammad.
District Suhbatpur was carved out of Jaffarabad in 2012 during the
period of interim government.
After the Local Government Elections, a District Council, two Municipal
Committees and one Town Committee have also been established at
Tehsil Jhatpat and Usta Muhammad respectively.
As the District falls within A area, therefore, law and order falls within
the domain of Police headed by Senior Superintendent of Police.
The District also houses a Civil Court and District and Session Court.

3. REVENUE

District Jaffarabad is one of the very few districts of the province


which has rich agriculture.
District Jaffarabad collects a major portion of the Agriculture
Revenue of Naseerabad Division.
The District is irrigated by Pat Feeder Canal that comes from
Sindh province.
Main crops of the District are:
Rice
Wheat
Barley

The main sources of Agriculture Revenue are:


Abiyana
Ushr
Agriculture Income Tax (Recent)

The Revenue staff is very active.


Most of the Revenue record is maintained and updated regularly
by the concerned Revenue staff.
A monthly Revenue Meeting is held at DC Office in order to
discuss the progress and issues related to Revenue.

4. HEALTH

At district level, the issues related to health department are


taken care of by the District Health Officer (DHO) at Dera Allah
Yar.
He is assisted by the Deputy District Health Officer.
However, Deputy Commissioner is the chairman of the District
Health Committee at District level.
This committee is authorized to check any irregularities in
managing human resource of the Health Department. For
instance: Transfers, Leaves and Dismissal of the Health Officials.

DHO looks after the Rural Health Centers (RHCs) and Basic
Health Units (BHUs).
There are two RHCs and xyz BHUs.
Peoples Primary Health Initiative (PPHI) works in tandem with
the office of DHO and runs BHUs.
However, the District Headquarter Hospital at Dera Allah Yar is
managed by Medical Superintendent.
Polio Campaign, however, is monitored by the Deputy
Commissioners Office with unmatched dedication.

5. EDUCATION

The Education Department is headed by District Education Officer


(Male) and District Education Officer (Female).
There is one Degree College in Tehsil Usta Muhammad, one Cadet
College in Tehsil Jhatpat, xyz number of High Schools for boys and
girls repectively,
District Education Committee is chaired by the Deputy
Commissioner who is responsible for management of human
resource of the department i.e Transfer, Leaves and Dismissal of
the staff.

5. EDUCATION

The Deputy Commissioner has also made two committees in


Tehsil Jhatpat and Usta Muhammad under respective Assistant
Commissioners for surprise visits and checking of the curricular
activities on ground in the District.
All the findings are then submitted in monthly review meeting
and the information is passed on to higher authorities.
The Deputy Commissioners Office is also taking efforts for the
renovation, building and adoption of the schools.

(XENs) and Sub-divisional Officers (SDOs) except Agriculture
