Declining fertility rates are coupled with rising
longevity
Those cities that fail to hold their populations are in a
very dangerous social and economic situation
The shrinkage of cities is a multilayered process that
not only covers the loss of population, especially of
young skilled labor force, due to natural decreases
and labor-oriented out-migration, which is the
common definition of de-urbanization (Heineberg
, 2005).

migration is another important determinant of


growth, stagnation or decline
Shrinkage is also related to demographic
ageing, the loss of jobs and unemployment,

municipal income taxes, public and private
infrastructure maintenance problems

policy, as processes of shrinkage tend to
foster regional and social inequalities.

19801989: Depopulated Areas Special Promotion Law (Kaso chiiki
shinko tokubetsu sochi ho).
19901999: Depopulated Areas Special Revitalization Law (Kaso chiiki
kasseika tokubetsu ho).
20002009: Special Law Promoting Independence in Depopulated
Areas (Kaso chiiki jiritsu sokushin tokubetsu sochi ho).
20102015: Revised Special Law Promoting Independence in
Depopulated Areas (Kaisei kaso chiiki jiritsu sokushin tokubetsu sochi
ho).

Areas Scheme

from depopulation as a consequence of unfavorable
economic conditions and agrarian abandonmennt.

The direct payment provides an incentive to continue


farming activities for 5 years and carry out activities that
bring multifunctional benefits, and strengthen rural
communities.

Kaso-sai

Kaso-sai is a specific form of subsidy for


depopulated areas.
The municipalities designated as a kaso were
supported by large transfers of resources from
richer cities via conditional transfers and
unconditional transfers from the central
government.

Rural tourism should be promoted by local government and

communities
Government should enhance the infrastructures improvement and
develop industries in depopulated areas to maintain the population
percentage as per land reserved.
local communities should be involved as a decision maker in the
planning process to ensure all community voices are heard.
Making theme parks or resort areas to attract tourist and bring job
opportunity.
Making creative city, building museum or art gallery to construct
culture center, thus attract young people
The students from urban areas should be motivated to visit rural
areas for studies and sight seeing .
This problem may also be solved by increasing the marriage and
fertility rate in rural areas.
