KEMA Type Test Certificate


It is a green, leather-bound document with a GOLD-embossed cover text
The first page contains a red ribbon and a gold seal (as shown in attached picture)

It is a proof that a product has successfully passed all the tests according to the referred Standards Type Test
program (e.g. IEC xxxx)
Its technical drawings have been verified and a visual inspection has been carried out
To receive this certificate, the equipment tested must fulfill all the requirements of the standard and the
relevant ratings assigned by the manufacturer
KEMA Type Test Certificates can be issued only if all relevant tests have been successfully performed at the
DNV GL laboratories
For utilities and network operators, a gold KEMA Type Test Certificate says the component meets all
requirements of the standard and no further effort is needed to assess it

KEMA Report of Performance


It is a green, leather-bound document with a SILVER-embossed cover text, The first page contains a green
ribbon and a silver seal

Sometimes, a manufacturer / customer will choose to have one or more tests carried out according to the
customers instructions in a particular standard (e.g. IEC xxxx), but not all of them
It is a proof that when a component successfully passes a subset of a Standards Type Test program,
Its technical drawings have been verified and a visual inspection has been carried out
This might happen when, for example, the end customer wishes to have reassurance on a particular point only,
when the manufacturer wants to assess the development of a design, or when a product is not capable of
withstanding certain tests
KEMA Report of Performance is a document specifying which tests have been conducted and what the results
were
A Report of Performance is not a confirmation that the product has passed the test successfully
The end customer may use these results and test program to determine if they are applicable and sufficient for

KEMA Test Report


It is a grey, leather-bound document with a GREY-embossed cover text.
The first page contains a grey ribbon and a grey seal (as shown in attached picture)

This also means that the manufacturer / customer choose to have one or more tests carried out according to
the customers instructions in a particular standard (e.g. IEC xxxx), but not all of them
This could mean that the tests did not fulfill the requirements of the Standard
It could also mean that the drawings were not provided or there was no visual inspection
The Grey report (Test Report) could be for tests based on any criteria e.g. clients instructions, clients
specification, international standards, or a combination of these. The results may be positive or negative but
KEMA will not comment on it in the report.
When utilities and network operators see a grey KEMA Test Report, they must read it carefully to
assess the components performance themselves, which requires deep technical knowledge of
standards and expertise on how to interpret them

KEMA Inspection Report


It is a white, soft-cover document (as shown in attached picture)

An Inspection Report records tests witnessed by DNV GL inspectors in non-DNV GL laboratories, i.e. at
Manufacturer Factory / premises
If the witnessed test complies with the full type test program then an Inspection Report regarding Type Test is
issued
Inspection Reports can cover a wide range of tests, and a one page summary is available on request
DNV GL Inspectors make sure that the testing equipment / instruments are well calibrated as per standards and
only perform test after its assurance
KEMA also provide factory acceptance and special inspection reports regarding quality deviations or process audits.
On request, they can also supply a one page summary of the report

Suppliers always mention that KEMA Laboratories has no time slots available on a short notice?
Please let me assure you that this is never the case. Together with the customer we always seek to
find a way, acceptable to both parties to perform the tests. We always find a suitable solution. For
future projects, if any of your vendors informed that KEMA do not have timeslots available, please
contact us directly so we can check and see if we can be of service

How can end user make sure that the submitted KEMA Type Test certificate are genuine?

KEMA End User can ask KEMA / DNV GL to verify and confirm if the KEMA Type Test Certificate / Report,
provided by the Manufacturer are Genuine;
Please forward them to us. KEMA will not charge any fee and checking of any of the reports is Free
of Cost
In addition, a copy of the original Report can be issued only with the consent of the Client (who
ordered the test)
Doubtful (fake) reports can also be checked at our website http://ttc.dnvgl.com

To ensure that the standards requirements are fulfilled, assessment of the calibration system plus

How much time required for Type Test of Energy Meters? How many meters do you require?

KEMA We require 8 to 10 samples normally, so that a number of tests can be performed in simultaneously. The
total test program
takes about 8 weeks normally or minimum 3 weeks under special agreement. This will
be included in the quotation.

Can End user witness the Type Test along with the Client (Manufacturer)?

KEMA Yes; they can. However, it totally depends on the client (manufacturer) if they wants the End User to
witness the Type Test or not.

For Energy Meters, is it necessary that Type Test has to be performed in DNV GL Labs?

KEMA KEMA issues the Gold, Silver, Grey Reports; if Energy meters are only tested in our labs in Arnhem. We
have a type test certificate for compliance to the full standard or a type test report for other cases.
At present our customers require PDF certificates only. These are the same as the printed Gold certificates
and can be issued
in the printed form against normal charges for certificates.

Can KEMA team witness the Type Test of Energy Meters in vendor factory, e.g. Meter factories in
China? And can issue a Gold Type Test Certificate?
KEMA No; for Gold, Silver or Grey Reports, Energy Meter has to be brought to our labs in Arnhem. However,
please note;
Our first preference is for type testing at our own laboratories
Performing tests in our own laboratories has always been an economical option for energy meters
and we believe that it is cheaper to send the meter by DHL to Netherlands (Arnhem)
Therefore, the need to witness type tests at a Vendors factory has not risen
However, we can inspect type tests at Vendors factory, if it becomes necessary, and issue KEMA
Inspection Report
In such scenario, KEMA Inspection Team will come from Netherlands and
Inspection Report will also be issued from Netherlands only, NOT from any other country

KE 12 Some Chinese vendor claims that they will furnish KEMA Type Test Certificate after performing the Type
Test in their factories in China. Can they do that? If Yes, what kind of report does KEMA issue to them?
KEMA This is not possible. We do see fake certificates in occasions. This could be such a case. If you have
doubts, please forward the certificate to us, so we can verify if these are originals or not
