What is Power
Power is generally understood to mean the ability
to achieve a desired outcome to do
something. In policy making, the concept of
power is typically thought of in a relational
sense as in having power over others. Power is
said to be exercised when A has B do something
that B would not have otherwise done. A can
achieve this end over B in a number of ways,
which have been characterized as the three
faces or dimensions of power: power as
decision making; power as non-decision
making; and power as thought control.
