Este Feature permite a la BSC iniciar el Cell Reselection desde una celda GSM a una celda
WCDMA.

Implemtacion

Check that GSM-WCDMA Interworking is active.

Check that Network-Controlled Cell Re-selection is active.

Check that the licence covering IS-NCCR has been installed.

Check the value of the IS-NCCR feature state.

Turn the IS-NCCR feature state 'ON' if needed.

Check that the feature state change succeeded.

Check that the feature state of PCU or PCU2 is 'ON.

Activate IS-NCCR in the BSC.

Define el valor mnimo del nivel de seal de la celda vecina de WCDMA para
iniciar un IS-NCCR.
