Description:-4.6km of twin tube tunnels connecting Brisbane's Western

Freeway and the Inner City Bypass.


Proponent:-Brisbane City Council
Location:-The motorway will link the Western Freeway, adjacent to the
Brisbane Botanic Gardens at Toowong, with the Inner City Bypass at Kelvin
Grove.
Key features: parallel tunnels, each with two lanes
ventilation system
fire protection and monitoring systems
free-flow electronic tolling system
Project Value:-AU$ 1.5 billion

$1 billion from Brisbane City Council and


$500million from the Federal Government.

Funding
The Transcity consortium was selected by Brisbane

City Council in September 2010 to design, construct,


operate and maintain the Legacy Way tunnel
(formerly known as the Northern Link) for 10 years.
Legacy Way was delivered under a Design Construct
Maintain Operate (DCMO) model, whereby Brisbane
City Council owns the tunnel.
Council borrowed the necessary funds from the
Queensland Government to build Legacy Way.
The Federal Government committed $500 million to
Legacy Way which has helped Council to fund the
project.

The $1.5 billion Legacy Way is the first Brisbane

tunnel to meet minimum traffic projections, tracking


at 20,000 vehicles using it each weekday.
It has already reaped $19 million in tolls since
opening, according to its owner Transurbans figures.
The contract allowed the Brisbane City Council to
claim up to $250,000 a day for each day it was not
open after the June 10 deadline, the final figure was
$136,885 per day.
The firm behind the project will be fined a total of
$2.05m.

On 16 July 2013 it was reported

thatQueensland Motorways Holding Pty


Ltd(QMH) had acquired a 50-year lease to toll,
operate and maintain Legacy Way from
Brisbane City Council. The following July,
Queensland Motorways was acquired by
aTransurbanconsortium.
The majority of the toll revenue will go
toTransurbanwith Brisbane City Council
expecting to receive between $1.08 billion and
$1.58 billion by 2020.

Benefits
Legacy Way also provides significant benefits for

Brisbanes road network and economy by:Providing a critical connection between the
Western Growth Corridor (Ipswich, Springfield etc)
and the airport and Australia Trade Coast area.
II. Completing the missing link of motorway standard
road between the Western Freeway and the ICB.
III. Reducing congestion on surface roads, such as
Milton Road and Coronation Drive andcutting
through-traffic on some local streets.
IV. Creating more than 5000 jobs in the local
economy.

Prediction
Council-provided documents predict the

number of vehicles using Legacy Way toll


tunnel will increase from 24,000 a day in
2015, to 46,100 per day in July 2020.
The council could receive $500 million by
2020 if the Legacy Way tunnel attracted those
numbers.
This would generate a total of $1.58 billion in
savings and payments by 2020 for council.
