violence intended to further political of religious ideologies. First
responder must mentally and physically prepare to deal with the
active shooter incident in order to save innocent civilians.

Definition of Hostage Barricade
A hostage crisis develops when one or more terrorists or criminals
hold people against their will and try to hold off the authorities by
force, threatening to kill the hostages if provoked or attacked.

Usually not recommended for hostage rescue.


Hostage barricade could be active shooter and vise versa.
Hostage barricade could be planned and unplanned

Preplanned? Caution! Prepare for hostage rescue.

Principles
The 5 Cs
Contain : Hostage situations are very dynamic in nature,
especially during the early phases of the operation.

o Continual evaluation situation as intelligence
o Make known of your location to friendly forces
o Dont leave position till relieve
Control:
o Control yourself.
o Cordon off the crisis site
o Remove innocent 3rd parties if practical.
o Keep away onlooker and press
o Control family members to the established holding area
