1. INTRODUCTION
Child care centre means a building or place used for
the supervision and care of children which:
(a) may provide long day care, pre-school care,
occasional child care or out of school-hours care,
and,
(b) does not provide overnight accommodation for
children other than those related to the owner or
operator.

What is the function of CCCs?

(CCC's) Child care centers are a place where


parents drop their children or infants to a
school like facility so that their children can be
in a safe environment and have proper
attention on them.

2. Definition of "Child care center

"Child care center means any home or facility, by whatever


name known, which is maintained for the care, development
or supervision of six or more children under 13 years of age
who attend for less than 24 hours a day.

The term child care center is a day care centers; drop-in


centers; night-time centers; recreation-type centers
sponsored and operated by a county or municipal
government recreation and/or park department or agency;
day nurseries; nursery and play schools; cooperative child
centers; centers for children with special needs; centers
serving sick children; infant-toddler programs; school-age
child care programs; employment-related centers; centers
that had been licensed by the Department of Human
Services prior to the enactment of the Child Care Center
Licensing Act of 1984;
1984 and kindergartens that are not an
integral part of a private educational institution or system
offering elementary education in grades kindergarten
through sixth, seventh or eighth.

The population of Malaysia


is relatively young with
those in the 0-18 group
accounting for about 40% of
the overall population and
about half of those are in
the 0-6 age group.
Currently, only 1,788 child
care centres have been
registered with the Social
Welfare Department, and
these are mainly run by
private individuals and
workplace-based care
providers.

A childcare centre is defined as any


premise where four children or more from a
household is received to be looked after for
a fee. The centre admits children below
four years of age.
Child Care Centre is categorised into i)
Home Based Centre and ii) Institutional
Centre.
The former receives less than 10 children,
while the latter receives more than 10
children.
Child Care Centre offer childcare services

ranging from half-day to full day basis.

The Law and Policies

The laws and policies on child care below


are the major pillars towards building a
protective environment for the children
in Malaysia:

Types of CCC Institution in Malaysia

There are two types of institutions that


provide early childhood development
programmes:
the child care and development centre
known as TASKA, which cater to children
0-4 years, and the pre-schools
or kindergartens for the 4-6 year olds
known as TADIKAs or TABIKAs or, if run by
the Islamic religious organisations,
TASKIs.

There are four types of child care centres


for children between 0 and 4 years old
under the Child Care Centre Act 1984
namely:
(i) Work place based child care centre;
(ii) Community based child care centre;
(iii) Institution based child care centre; and
(iv) Home based child care centre.

4. Location Criteria for Child Care


Centre

In or adjacent to parks, ovals and public areas


classified as public
open space, where parking facilities are already
provided.
Adjacent to, or co-located with schools, churches and
community
facilities as there is less likely to be neighbours
impacts due to these pre-existing uses.
In residential areas immediately adjacent to
commercial or medium density development as a
buffer between these zones.
In or adjacent to business parks.
In or adjacent to commercial areas such as town
centre to reduce the number of trips parents have to
make.
On corner sites, as there is more parking available
for pick up/drop off.

5. Child Care Centre Setting in


Malaysia
In Malaysia child care centre can
be carried out in accordance with
the needs of the local community:
a) House
b) Twin Home
c) House Terrace (Part Side Lot)
d) Flats (ground floor only)
e) Office space (ground floor only)
f) Land reserved for use TASKA

Cluster terrace houses and lots located in


the middle (intermediate lots)
and edges that do not have a lot of open
space.
Residential property located at or near the
intersection of highways and streets
crowded with vehicles / traffic.
Preference will be given to a location close to
open space / public games.

Child Care Centre Should not be


located:

In bush fire and flood risk areas. These areas may


require wide-scale evacuation. Parents entering
these areas during such emergencies add
additional risk.
On major roads, unless studies show safe levels of
benzene. Pollution from vehicle exhaust can cause
respiratory illness.
On State roads due to traffic flow concerns.
In or immediately adjacent to General and Heavy
Industrial zones.
Adjacent to or in view of the entrance to injecting
rooms, drug clinics, and other such uses which
may be inappropriate near children.

Appropriate childcare facilities
would include:

d) Need of Toilets
Toilets for boys and girls should be
separate. (Subject the condition of the
building). Equipment and design of
toilets:
a) sanitary facilities, must provide:
'elbow tap.
b) toilet floor to be clean, not slippery
and the water does not stagnate.
c) Prepare a place holder (railings) - for
children with disabilities.
d) Water closet shall not exceed 6
inches in height from the floor level.
e) hand wash basin should be low.
f) Other appropriate equipment. (for
disabled children).

Two separate doors (one in front and behind or


drops) shall provided.
All doors and windows in the upper floors can not
be installed with iron fence (grills).
Floor type 'Louvres' are not allowed.
All power sources (power point) shall be installed
with the plug' empty domiciled in the higher levels.
Legged table lamps are not allowed.
Table fan, box and legs are not allowed.
Gates and 'grills' ground floor shall be of a type not
sharp
and dangerous.
