Values:

The OSS network is established first, which integrates the network management and the
operations (network design/configuration, problem settlement, commissioning, and
maintenance). The network reconstruction is avoided. The work efficiency is improved
because no engineer is required to stay in the BSC equipment room for a long time to
cooperate in the separate deployments.
The requirements for the skills of the commissioning engineers are reduced; therefore, the
human resources allocation is flexible. The insufficiency of the engineers with higher technical
skills is solved to meet the requirements of the delivery. The commissioning progress is
accelerated and the project delivery becomes quicker. The commissioning costs are reduced,
providing the prerequisite for reducing the costs of cooperation quotations.

Case 1:
In the Reliance CDMA project in India, some regions adopt the remote commissioning mode.
Compared with the traditional commissioning mode, the human resources requirement is reduced
by 30%. Engineers are not required to work in different BSC offices; therefore, a large amount of
BSC Service Quantity (5 BSCs + about 400 BTSs)
time and cost are reduced.

Case 2:
In the project of China Mobile Qinghai Branch, one equipment room (2 BSCs + 100
BTSs) adopts the remote centralized commissioning mode. Compared with the
traditional commissioning mode, the requirement for high-end engineers is reduced
by 50%. On the BSCs performed with centralized design and centralized data
configuration, the network modification is less, while the work allocation is clearer.

Case 3:

In the Reliance GSM project in India, the remote commissioning mode is adopted. Compared
with the local commissioning mode, the human resources requirement is reduced by 50%.
The engineers can deploy BTSs in the remote and centralized mode. The Engineers are not
required to work in different BSC equipment rooms for a long time; therefore, a large amount
of time and cost are reduced. Experience:

There are about five types of simplified BTS configuration. The BSC data and BTS data script are
delivered to the remote engineers of each Circle, and then delivered to the onsite engineers after
some modification for the software installation and data loading.

The A/Abis/Ater interfaces adopt the optical transmission, greatly reducing the connection error
probability in the hardware installation. For the internal cabling of the cabinet, the cabling
drawing is printed for the sub-contractors. Generally, if they operates based on the drawing, no
mistake will be made.

The customer's preparation for transmission is made slowly. Separate deployments of BTSs are

Unique difference with earlier projects: The OSS network is established first.

Establish the OSS network first: When the remote commissioning mode is adopted, after
the BSC equipment hardware installation and before the software commissioning, the OM
channel is required, which connects the network management center and the BSC
equipment room. In this way, the engineers can remotely control the BAM and perform
commissioning on the BSS. (The M2000 may be established or not.)

1. By establishing the OSS network first, the centralized network design and
operation management and unified network data planning are realized;

therefore, the rework and reconstruction due to unreasonable data configuration

1. In the network transfer scenario, multiple BTSs controlled by a

BSC are transferred at the same time. The project team must have
designated mobile workforce to handle the problems in the network
transfer. In this case, the human resources requirement can be meet
by borrowing the engineers from other regions. - In normal cutover,
there are similar problems.
2. In the new deployment scenario, the BTSs are added gradually,
so there is no risk.

When the OSS network is being established, the


customer needs to borrow the transmission cables to
establish the network management. How to solve the
problem if the customer does not agree to borrow the
transmission cables in advance?
1. Describe the advantages of establishing the OSS network first in the whole
project to the customer with the typical applications.
2. On the stand of the customer, describe the advantages of establishing the OSS
network first for monitoring the whole project.

3. Explain to the customer that this mode is the practice of the industry. (In the
project of Ericsson, the OSS network is established first.) If the mode is

The OSS network hardware is provided, but the


IP planning of the customer is not completed
for use. How to solve the problem?

Overall solution: Firstly, find the reason why the IP planning is not
completed. Secondly, determine the means to stimulate the IP
planning based on the relationship with the customer.

1. If the customer is a new operator who lacks the skills to perform


the IP planning or has many other things to do, when we make the IP
planning with the customer, we can provide the draft and then
submit it to the customer for approval.
2. If the customer intentionally delays the IP planning and is
unwilling to make the IP planning, we need to discuss with the
service manager or the customer manager, and take measures to push
forward the IP planning.

Experiences in establishing the OSS


maintenance network
1. Apply for an IP address segment from the customer. The data
communication engineers plan the IP address of each router and BSC.
If the routers and switches are old devices or are provided by the
customer, urge the customer to provide the usable switch ports.
If the customer rejects the request, ask the onsite data
communication engineers to assist the customer in providing the
switch ports.
Explain the reasons of establishing the OSS maintenance network
first for the customer. The OSS network can monitor the BSCs and
train the customer during the commissioning process to facilitate the
Huawei engineers to locate the problem remotely.
2. If the routers and switches are newly deployed and provided by
Huawei, apply for the E1 transmission links used by the OSS
maintenance network in advance, confirm the positions of the routers
and switches and the power supply ports in advance (check whether
the routers and switches use 220 V or -48 V power supply), clarify
the structure of Huawei BSC maintenance network, provide the types
of the routers, switches, and E1 interface cards of the routers, ask the
data communication engineers to provide the configuration scripts of
the routers and switches, and instruct the engineers to load the scripts
to the routers and switches.
