FRAMED IN 1971
IT REGULATES IMPORT,MANUFACTURE,
STORAGE ,
TRANSPORT,SALE,DISTRIBUTION AND USE
OF INSECTICIDES
IMPLIMENTATION IS THE JOINT
RESPONSIBILITY OF STATE AND CENTRAL

FUNCTION IS TO ADVICE GOVTS ON
TECHNICAL MATTERS
THE FUNCTIONS INCLUDE:-

(I) Advice central govt: on


manufacture of insecticides under
the (industries Development
Regulation) Act 1951
(II)To specify the uses or classification
of insecticides on the basis of their
Toxicity as well as suitability for
aerial application

(iii) To advice on tolerance limits of insecticides residues


and establishment of minimum intervals between the
application and harvest for various commodities
(iv)To specify the shelf life of insecticides
(v)To suggest colouration, including coloring matter
mixed with insecticides especially highly toxic
(vi) To carry out supplimental,incid ental and
consequential functions

(iii)Panel on chlorinated hydrocarbon
insecticides
(iv)Panel on fungicides
(v) Panel on herbicides and plant

FUNCTIONS
(I)TO REGISTER INCECTICIDES AFTER
SCRUTINY OF FORMULAE AND
VARIFICATION OF CLAIMS BY
MANUFACTURERS ,IMPORTERS ETC
REGARDING SAFETY TO HUMAN BEINGS
AND ANIMALS
(II)TO SPECIFY THE PRECAUTIONS TO BE
TAKEN AGAINST POISONING THROUGH
THE USE OR HANDLING
(III) TO CARRY OUT THEIR INCIDENTAL AND
CONSEQUENTIAL MATTERS

INCLUSION IN THE
SCHEDULE
REQUIREMENTS ARE: Chemical identity and physiochemical properties
Bio efficiency data on the product to
prove that it is a potential
insecticide
Registration status of the product in
other countries including country of
origin
Status as per pesticide

Detailed information on mammalian


toxicity of the insecticide
Any supporting evidence to illustrate
, if the need of the product has been
substantiated by any central/state

REGISTRATION OF
INSECTICIDE
CERTIFICATION OF REGISTRATION FOR
EVERY PRODUCT SHALL BE OBTAINED FROM
REGISTRATION COMMITTEE
FULL TECHNICAL PARTICULARS TO BE

SUBMITTED TO THE COMMITTE


THREE TYPES OF REGISTRATION
(i) Provisional
(ii) Regular and
(iii) Repeat

LICENSING
CONSIDERATIONS ARE:(I) Fitness of the premises for proper
storage
and maintenance of quality of the
insecticide
(ii) No. of licenses granted in that
locality during the year
(iii) Occupation ,Trade or Business
carried out by the applicant

Issued for 2 years subject to Renewal


Can be cancelled due to:(i) Misrepresentation
(ii) Failure to comply with license
conditions
(iii) Contravention of the provisions of the
Act/Rules

Appointment , powers and functions


of Inspector
Degree in agriculture or in science
with chemistry
Adequate field experience

Inspectors for
manufacturing units
They have following powers: To enter and search manufacturing
premises
Demand production of records
,registers and other documents for
verification
Can stop sale or use of stock for 20
days
can seize the stock
Stop vehicles carrying insecticides

Can take sample ,sample shall be divided in


to 3 and packed in sealed covers , 2 for the
inspector and one for the owner
Inspector can use a police officer to
ascertain the true name of the person and
his residence
Inspector to inspect 3 times in an year
Manufacturing unit 2times an year
Inspectors are forbidden to disclose
information collected to others

Analysis of samples and


Reports
Govt: To appoint analysts with the following
qualifications:
(i)Degree in agriculture or B.Sc withchemistry (ii)adequate training in analysing insecticides in a
recognised laboratory
Report shall be submitted to the inspector
Laboratories are established in Faridabad with
branches in Mumbai,and Hyderabad by central govt:

5 Regional laboratories were also


set up at
Mumbai,Calcutta,Chandigarh,Hydera
bad and Kanpur

State govt: also set up 35 pesticide


testing laboratories

LAUNCHING PROSECUTION

AN INSPECTOR IS COMPETENT TO
LAUNH PROSECUTION WITH THE
APPROVAL OF THE STATE
GOVT.INVOLVING POLICE AND A
MAGISTRATE
