Philippines

Introduction
In the Philippines, the Department of Education
(DepEd) faces many problems in deliviring equal
opportunities to their stakeholders. Ideally, the books
and facilities given to students in the National Capital
Region (NCR) should be given to students from
Cagayan or the Mindanao regions. Certain factors
affect the delivery of equal education for all students
in the Philippines. This problem poses a threat to
increasing the productivity of our nation as a whole,
setting us at the back of the list of Asian nations that
provides quality education for all its constituents.

Inequalities in Education
Inequalities in Education is
defined as limiting peoples
empowerment, capabilities and
full participation in social and,
untimely, in economic growth
processes by Albert, et. al.
(2015)

POVERTY
In a survey done by the Social
Weather Station, as of June 27, 2016,
forty-five percent (45%) of Filipino
families still proclaim themselves as
poor.
The government tried to address the
issue using the Pantawid, Pamilyang
Pilipino Program (4Ps), but this does
not really help people.
Accessibility of Private vs. Public
Schools
Absenteeism due to lack of money,
support and CHILD LABOR.

SpEd Students in a Non-SpEd

School

Special Education (SpEd) students

who are combined with the normal
students.
A teacher who in not equipped to teach
special education may not be able to
fully teach a student with mild autism.
Accept-All policy
Uneven pace of the lesson: To hold the
class back in the pace of the SpEd
student's or to hold the SpEd student's
pace back in favor of the majority.

Corruption
It is no secret that the Philippines is
one of the most corrupt countries in
the world. Even though DepEd gets
the highest percentage of budget ever
year but the budget does not really
reach the areas of concern. Before the
start of the school year 2016-2017, or
even during the start buildings for
senior high schools were yet to be
built.
On the other hand, private schools
have already readied their facilities for
the different strands of Grade 11
students.

Officials
It has been along time since the issue
was raised that DepEd officials did not
really teach Basic Education in
elementary or even in High School. For
instance, the current Secretary of
Education, Dr. Leonor Briones has
never taught high school or elementary
students. She is an outsider to the
problem faced by the current Philippine
educational system. It can be assumed
that the secretary is not aware of the
mistakes in the curriculum, what lacks
inside teh classroom, equalities in
educational delivery and so on.

Conclusion
Though documents of the Department of
Education may insist that there is/are
solutions implemented by their offices, many
students are still not given the equal or the
same opportunities in education. If the
problems and causes are addressed properly
by the new administration, there will be a big
and better change in the system in the
coming years.
