PRELIMINARY FINDINGS
UNDERUTILIZATION
OF
MODERNIZED
BASE
KITCHEN AT MUMBAI CENTRAL
The existing base kitchen at Mumbai Central was modernized
in to a Mega Base Kitchen incurring an expenditure of `1.96
crore with a capacity to supply 3513 meals per day on an
average.
The modernized mega base kitchen started functioning w.e.f.
16.04.2013. However, review of records revealed that the base
kitchen is not being utilized to its optimum capacity and meals
are being supplied only to two Rajdhani Trains.
Average no. of meals supplied during three years upto 2015-16
was 2182, 2223 and 2115 respectively. The matter is taken up
with Railway Administration (August 2016) and reply is still
awaited.

IDLING OF EQUIPMENT:
Inspection of Base Kitchen unit revealed
Idling of equipment valuing `23 lakh (approx)
including two battery operated 4 wheeler
moving trolleys procured for transporting
cooked meals from base kitchen to platforms.
Non-utilisation of Induction tops (12 KW/ 10
KW/ 8 KW and 32 W Paratha plate due to change
in menu i.e. Paratha has been substituted with
Chapathi. For this purpose Chapathi maker is
being used.

Two Battery operated Motor trolleys costing `15 lakh


purchased for transporting food from Base Kitchen to Pantry
Cars in trains at station now lying idle.

CATERING POLICY 2010.

Review of records revealed excess holding of 262


minor catering units over WR as compared to ceiling
limit.
WR has referred the matter to Railway Board
(December 2013) for guidelines on action to be taken in
this regard to ensure holding within prescribed limits.
Railway Board further directives on the issue are still
awaited.

The loss suffered by WR in running departmental catering units
during the period 2011-12 to 2015-16 is shown below:

VIOLATION OF CONTRACTUAL CONDITIONS BY
PANTRY CAR LICENSEES (HYGIENE ISSUES)

WR had awarded 18 Pantry Car contracts to various


licensees for provision of On-board catering services in
trains through en-route stations base kitchens during the
period September 2013 to July 2014.
However the instructions regarding setting up of base
kitchens with ISO 22000 Certification was not followed
by licensees even after the lapse of 18 to 28 months
from the date of award of contracts.
The matter was taken up with Railway Administration
(August 2016) and reply is awaited.

SUGGESTIONS: Suggestions in respect of food sample collected under quality

control by CHIs and Food Safety Officers under FSSAI 2006


forwarded earlier vide this office letter dated 02/08/2016 have
already been accepted by the Lead Auditor and forwarded to
Headquarters office for further action.
Further, additional suggestions under any other issues to be
included have already been forwarded to Lead Auditor
along with status of work in connection with Mid Term
appraisal meeting vide this office letter dated 09/08/2016. The
issue pertained to irregular nomination of Doctor as
Designated Officer instead of AHO. Details are as follows:-

As per Railway Board directives (October 2012) an Officer of the rank of


Asst. Health officer (AHO) or Senior shall be nominated by the CMD of
the Zonal Railway to act as Designated Officer (DO) for implementation
of provisions of Food Safety & Standard Act, 2006. In case AHO in not
available then additional work charged post of DO will be created under
the power of GM so that he/she can work full time for smooth and
efficient implementation of the provisions of the said Act. Further,
Railway Board directed (October 2015), that Doctors should be refrained
from doing the work of DO and only AHO must be nominated.
However, it is observed that on ECR, WR and NWR Doctors have been
nominated as DOs in violation of Railway Board orders. The matter
was taken up with Railway Administration (August 2016) and reply is
awaited.
This issue may be examined on other Zonal Railways also for suitable
comment.
