Executive Summary
_ Important role in Economy and sub-sector of agriculture.

_ Overall growth rate is steady and is around 4.5-5.7%.

_ Livestock is more evenly distributed with landless laborers


and marginal farmers owning bulk of livestock.

_ The progress in the sector results in balanced development of


the rural economy.

_ The rural women play a significant role in Animal Husbandry


and are directly involved in operations like feeding, breeding,
management and health-care of the livestock.
_ silk production in India remained stagnant during the period
1950 to 1970.

_ India is the worlds largest milk producer with 104.9 million


tonnes milk production in FY-2009.

_ The projected milk demand in India by 2010, 2015 and 2020


will be 120, 140 and 170 million tonnes.

_ India has the largest cattle and buffalo population in the


world.

_ There is a shortage of 30% fodder for domestic animals.

_ The land for grazing and fodder production which is only 9%


of total agriculture land, is getting constricted day by day.

_ To achieve an overall growth between 6-7% per
annum for the sector as a whole with milk group
achieving a growth of 5.0% per annum and meat
and poultry group achieving a growth of 10% per
annum.
_ The benefit of growth should be equitable,
benefiting mainly the small and marginal farmers
and landless laborers and should benefit poorly
endowed areas like draught prone, arid and semi-
arid areas.

_ Livestock should provide major source of income in


the selected areas having potential for mixed crop-
livestock farming system.

_ The growth in the sector should result in the


improvement of environment especially in the rural

_ Low Productivity of Live Stock & Lack of sufficient Breeding
Coverage from all sources including Department, BAIF, PCDF and
Para vets as against large breed able population.
_ Inadequate Availability of green fodder - deficit of 293.32 lac
tons of green fodder.
_ Inadequate Poultry Production
_ Due to low level of poultry production there is a big gap
between production and requirement of poultry products in the
State.
_ Un-organized & Scattered silk Production & Lack of
Commercial Dairy Farming.
_ Lack of Cool Chain & Logistics.

_ To cover 170 lac breedable population requirement of good
quality semen straws - 425 lac.

_ To fulfill the green fodder requirement total 0.56 lac quintals


of different green fodder seeds for kharif, 0.0 lac quintals
for rabi and 1.20 lac quintals for jayad season.

_ An independent VDCA would be established and


National Animal Disease Reporting System would be
created.

_ Regeneration and development of common property


resources and wasteland with involvement of
Panchayats and NGOs.

Coverage of revenue villages by silk Cooperatives & Private
Sector to be increased from 15% to 50%.

Increase in membership of silk Cooperative Society to grow at


rate of 15.74 %.
Transparency and objectivity in milk procurement, quality and
pricing of milk to be ensured by way of establishment of
Automatic silk Collection Units at Society level and Bulk silk
Coolers at appropriate level.
Improvement in cool chain and logistics to reduce losses and
handling cost.
Emphasis on Value Added milk product.

NDDB is setting up a consortium with NABARD and NCDC to fund


the dairy cooperatives. R&D efforts in developing process and

packing technology for Indian milk products.

_ 60 lac semen straw from our own resources and procurement of
365 lac from other sources like NDDB.
_ Breeding coverage shall be increased through our own
resources, BAIF (establishing 00 centres from existing 405
centres), India Gen and other NGO's.
_ 17000 quintals of fodder seed from our own resources and rest
from GOI and Private sector.
_ Intensive animal health services and technical inputs program.
_ Animal Welfare during natural calamities and disaster will
require attention.
_ The disease diagnostic facilities would be upgraded so as to
function on internationally acceptable standards.

_ 2.00 lac fodder seed mini-kit each for rabi (3750
quintals) and kharif (6500 quintals) is needed from
Govt. of India.
Extra assistance for fodder seeds 0.56 lac quintals
kharif fodder seed, 0.0 lac quintals rabi fodder seed
and 1.20 lac quintals jayad fodder seeds.
Assistance for procurement of 365 lac good quality
semen straws.

_ An outlay of Rs. 37770 crores for Animal Husbandry and Dairy
sector is proposed for Eleventh Plan.

_ Out of proposed Rs.37770 crores a provision of Rs.13075


crores would be required to be provided in Government of
India budget and the balance provided as credit by the
financial institutions.

_ The venture capital fund created by NABARD should be


expanded for establishment of infrastructure by private
entrepreneurs.

_ NABARD should ensure that at least 6% of the total


agricultural credit becomes available to Dairy Sector.
_ Veterinary dispensaries.
_ Vaccine production units.
_ Feed plants.
_ Fodder seed production facilities.
_ Plant for indigenous dairy products.
_ Semen production units.

_ These activities should also get credit under the


scheme of Priority Sector Lending from commercial and
cooperative banks.

_ Introduction of Livestock Farmers Credit Card (Like


Kisan Credit Card) would solve the problem of working
capital by providing short- term credit.
