California emerge?
Californias first constitution in 1849 marked the
beginning of the states role in public education

How is the education system in


California funded?
The majority is funded by the state government
In some areas, local funding through property tax
contributes to the majority of money used
towards the education system

The state government provides a large portion of
funds for the education system to provide for
schools

are aimed to better the education system for all
students in all areas

they have no choice but to pay property taxes

Suggestions on how to improve the


education system
Under Proposition 98, increase the minimum
guaranteed funding budget
Maintain what was stated in Proposition 30, which
was to increase income tax on the wealthy and
increase the overall sales tax
Helped stabilize school funding in California
because it covers partially for the state
government

Conflict Perspective
Tensions arise between the wealthy and the
education system because the wealthy feel like
theyre being robbed by the system to provide for
the poor and for the state government
Creates unfairness between social classes

Functionalist Perspective
The education system and the people must
collectively work together to contribute to the
whole
Each part has a specific function that helps
maintain social stability
