Purpose
The purpose of this taskforce was to review options for the relocation of HPS
headquarters and make a recommendation to the Receiver

4 Meetings were held
Tour of 5 facilities (57 Suffolk, Lynch, Metcalf, HPS Central Supply
Warehouse, City Hall Annex)
Reviewed Facilities Condition Assessment of 57 Suffolk Street
Reviewed MSBA Facilities Study on 12 school facilities (including Lynch)
Engaged Tim Murphy Architects to create high level assumptions for
costing out options for Central Office relocation
Created 8 Options for City of Holyoke to review
Initially our scope was just to address the HPS Central Office
After a couple of meetings some members of the taskforce asked us to
broaden our scope to include as many options for the City as possible

Overview of Options
1. Do Nothing - Continue to rent at 57 Suffolk and fix City Hall Annex
2. Buy 57 Suffolk for HPS Offices only and fix City Hall Annex
3. Buy 57 Suffolk for HPS and City Hall Annex Departments
4. Buy 57 Suffolk for City Hall Annex and Move HPS to Central Supply
5. Move HPS to City Hall Annex
6. Move HPS to Central Supply and fix Annex
7. If HPS gets 2 new schools and closes an older school HPS can move
into one of the closed schools when the new schools are built
8. Move HPS to Lynch and fix Annex

Assumptions validated by TMA Associates


Overview of Options (See TMA Associates)
1. The Annex Renovation would take 2 years to complete and the city would have to rent space while this
renovation is going on
2. Annex renovation study was done 8 years ago Updating the analysis for escalation estimates the cost to be
between $12 million and $14 million
3. Moving costs for 1 move 1 way for the Annex or HPS staff would cost between $50,000-$150,000 including
moving company and network
4. The City Departments would occupy 3 floors at 7,500 square ft.. per floor.
5. Renovation for moving into 57 Suffolk would be $40-$100 per square feet
6. Mothballing the Annex would cost $50,000-$150,000
7. Full demo of the Annex Building would cost $600,000-$900,000
8. Costs $250-$300 per square ft.. to renovate Central Supply for HPS headquarters (this is warehouse space)
9. It would cost an additional $5-$8 million in additional costs for an HPS Headquarters addition to the annex
10. Also cost $ 250-$300 per sq. ft. to renovate an empty school like Lawrence or Metcalf into HPS headquarter
office space
11. Lynch renovation would be $250-$350 per square feet
12. Demo and build a new Annex would cost $13 million - $15 million
13. To move to Lynch we estimate a renovation of 20,000 50,000 square ft..

Option 1 Continue to Rent


Do Nothing
1. Rent 57 Suffolk for 7 years
2. City Hall Annex would need a major renovation
3. While renovating, City Hall Annex departments would need to rent
space for 2 years
4. This is an expensive option and wastes funding on rent
5. Keeps City departments downtown
Costs
Low - $12.6 million ($468,218 for HPS Rent)
High - $15.7 million ($1,232,000 for HPS Rent)

Option 2 Buy 57 Suffolk for HPS Only


Purchase 57 Suffolk and renovate Annex
1. Purchase building and provide recommended maintenance over 7
years as per Fuss & ONeil property condition assessment
2. City Hall Annex would need a major renovation
3. While renovating, City Hall Annex departments would need to rent
space for 2 years
4. This is an expensive option and also HPS does not need all 6 floors
5. Keeps City departments downtown
Costs
Low - $14.2 million ($2,150,000 for HPS only)
High - $16.3 million ($2,150,000 for HPS only)

Option 3 Buy 57 Suffolk for HPS and


Annex
Purchase 57 Suffolk and relocate Annex to HPS
1. Purchase building and provide recommended maintenance over 7 years
as per Fuss & ONeil property condition assessment
2. Renovate 3 floors to accommodate City Hall Annex departments
3. Pay moving cost and mothball Annex building or sell
4. This is the least expense option and addresses Annex issue
5. Least amount of disruption to HPS headquarters and families
6. Keeps City departments downtown

Low - $3.1 million ($2,150,000 for HPS only)
High - $4.7 million ($2,150,000 for HPS only)

Option 4 Buy 57 Suffolk for Annex and


Move HPS to Central Supply
Move HPS to Central Supply
1. Purchase building and provide recommended maintenance over 7 years as per
Fuss & ONeil property condition assessment
2. Move City Hall Annex departments
3. Pay moving cost and mothball Annex building or sell
4. Renovate Central Supply and pay rent for HPS while the 1 yr. renovation takes
place
5. This is more expensive than 3 addresses Annex issue
6. Keeps some city departments downtown but moves HPS
7. 57 Suffolk would have extra space for other departments or rentals
Costs
Low - $8.7 million ($5.5 M for HPS only)
High - $11.5 million ($6.7 M for HPS only)

Currently HPS occupies 4 floors at 57 Suffolk Street

Over $300,000 in total of which $176,000 is base rent

HPS can consolidate to 2 floors

$151,000 in total of which $88,000 would be base rent

Next Steps

Based on the information we provided we ask the


City Council to choose an option that gives us
guidance on how we move forward as it pertains to
HPS Central Office
We ask the City Council to restore the $160,000 cut
to the Central Office Lease so that we can pay our
bills for the rest of this year while we work on
deciding what option to move forward with
