BACKGROUND

GSPC had engaged EIL to prepare a feasibility report for drilling options with
Modular Rig. Report submitted in April 2008.

EIL commenced detail engineering of DDW1 in July 2008 based on Preliminary


loading furnished by Nabors.

GSPC in parallel floated the tender for leasing Modular Rig. Response to the
tender was not satisfactory and Contract was not awarded. (GSPC re-floated the
tender in Mid-2009).

EIL CAPPING BEAM CONCEPT
Platform engineering was held up due to lack of Rig Loading Data as final fine
tuned data of selected Vendor was required for detailed engineering.
EIL proposed a capping beam system (Max Span 10m) to resolve the above issue.
Rig loads proposed to be transferred at selected hard points on the main deck.

GSPC Management Concurred with EILs proposal and Engineering proceeded


based on Preliminary load data made available by Pegasus (one of the three
bidders).

Deck re-engineered with the above concept. Tentative Capping beam reactions
evaluated by EIL for inclusion in EPC1A tender. (Concurrence given by GSPC to
ANNEXURE II of Appendix III in June 2009). Bid Package finalized in June 2009.

RECENT DISCUSSIONS

Rig drawings received from M/S Nabors and M/S Yantai forwarded to EIL for
interface information in Sept 2009.

Capping beam found missing. Further discussion revealed that Capping Beam
requirements were not included in GSPC Rig Tender.

GSPC requested EIL to prepare a checklist for bidders highlighting Capping Beam
requirements.

M/S Tuff Drilling have already reverted with Capping Beam reactions. (Other
bidders will furnish the data only after award).

RECENT DISCUSSIONS Contd..

No specific apprehensions raised by any bidder from technical considerations.

A telecon was arranged to discuss the above in end Sept 2009 and the matter was
explained to GSPC.

BASIS OF EIL RECOMMENDATIONS

Final Load Data is still not certain. Load Data likely to be finalized only after
engineering by Rig Contractor after award.
Capping beams can be easily installed by using Platform / Modular Rig Crane in
spans of 10m. (Weight < 25.0 MT).
Engineering, Fabrication, installation and removal is best kept under Rig
Contractors scope for the following reasons.
Design of Capping Beam is unique for each Rig due to variation in loads
Installation by any other agency will lead to interface issues (EPC1A
contractor will prefer offshore installation)
After expiry of lease period these beams will be redundant and will have to be
removed by GSPC by mobilising a marine spread.
Additional storage issues.
Reverting back to skid type concept not possible due to project schedule and
load data unavailability.
