Responsibilities
All Employees are empowered, and expected, to stop work under the guidelines of this
procedure when necessary. Employees should report any work stoppage situation to their
immediate Supervisor and provide the Supervisor with information regarding the nature of
the concern. Employees are also encouraged to use the mechanisms of this procedure to
provide positive reinforcement for appropriate HSE behavior or conditions.
The Supervisor shall be responsible for ensuring that, upon a stop work being called, all
work stops and all appropriate departments and personnel (including Contractors
employees) are notified. Working with the affected individual to resolve the HSE concern
associated with the stopped work. Seeking the assistance of the Company Safety Matter
Experts if the concern/situation cannot be resolved. Perform a post stoppage investigation
and report findings as necessary.
The Facility Manager and other management personnel must lead by example in all
aspects of HSE, and are responsible for periodically observing workplace activities and
behaviors per this procedure, and for utilizing the mechanisms of this procedure as
necessary in support of developing a safety culture at the facility.

Calling a STOP Work
The stoppage applies only to the work activity or work area where it has been
called; there are no facility-wide or company-wide work stoppages.

Addressing a STOP Work
The Supervisor must contact or meet with the employee(s) with the intent of
resolving the noted HSE concerns. If the concerns are resolved to the
satisfaction of the employee and the Supervisor, the stoppage is over and work
may proceed. If the concerns are not resolved to the satisfaction of the
employee and/or the Supervisor, work does not proceed.
Refer to or perform a Hazard Assessment and Job Safety Analysis for
the activity in question.
The local HSE representative is to be contacted to obtain assistance in
resolving the concerns. The local HSE representative may call upon SMEs
from other areas of the Company as necessary, including, but not limited to,
Corporate HSE, personnel at similar facilities, Vice President of Operations,
and Regional Operations Manager where applicable (SMEs shall serve as
final arbiters of unresolved stoppage situations).

Closing a STOP Work
The Supervisor must notify all involved parties at the conclusion of all
work stoppage situations that the stoppage is over.

Training
Initial training is required of all employees and shall involve the reading of this
procedure and testing to demonstrate understanding of its requirements. This
procedure should be reviewed during new employee safety orientation under HS33.
Specific emphasis shall be placed on the following elements of this procedure:
Employees should not be embarrassed or afraid to question the actions of others or
the conditions of their work environment;
The goal of calling a work stoppage is to support the safety of fellow employees,
and the protection of the environment, not to criticize other employees; and
No employee will be disciplined for calling a work stoppage for HSE concerns;
however, aggressive reaction to a work stoppage being requested will not be
tolerated.
Refresher training is required at least once every three years and when the
requirements of this procedure change, or if an employee cannot (or does not)
demonstrate competency or understanding of the requirements of this procedure.
